Jharkhand Railway Accident: Tracks Restoration Work On, 7 Trains Cancelled

Efforts were on to restore tracks with the movement of trains remaining affected for the second consecutive day on Wednesday following the derailment of the Howrah-Mumbai mail in Jharkhand's Seraikela-Kharsawan district, officials said.

All the coaches and wagons have been removed from the tracks, they said.

Two persons were killed and 22 others injured after 18 coaches of the Howrah-Mumbai Mail derailed at Potobeda village near Barabambo station in South Eastern Railways's Chakradharpur division on Tuesday morning.

"All the coaches and wagons have been moved from the track... We are trying to fast-track the restoration of one of the three lines. It should be functional today," Aditya Kumar Choudhary, Senior DCM of Chakradharpur, told PTI.

In a statement, the South Eastern Railway said the bi-directional third line is tentatively planned to be made operational by Wednesday.

Seven trains have been cancelled during the day. These are the 08163/08164 Chakradharpur-Rourkela-Chakradharpur Special, 12768 Santragachi-Nanded Express, 08602 Hatia-Tatanagar Special, 08195 Tatanagar-Hatia Special, 18190 Ernakulam-Tatanagar Express, 18114 Bilaspur-Tatanagar Express and 12872 Titlagarh-Howrah Express, it said.

"Some trains will also be short-terminated," it added.

The crash had prompted the railways to divert or cancel around 35 trains on Tuesday.

The opposition Congress, JMM and the TMC criticised Railway Minister Ashwini Vaishnaw for the accident and advised him to focus on passenger safety.

The railways made an ex-gratia payment of Rs 10 lakh each to the families of the two deceased passengers -- P Bikash and Ajit Kumar Samal, both from Odisha's Rourkela.

The railways also paid Rs 1 lakh each to the eight people who suffered minor injuries.

Such A Miracle: Lost Dog Returns Home Travelling Alone For 250 Kilometers

Yamagarni village in Nipani taluk of Belagavi district recently witnessed a strange sight. A jubilant crowd paraded a black indie dog covered in garlands and held a feast in its honour. For the villagers, the return of the dog, which had been lost, is a miracle.

Fondly called Maharaj, the animal which is well past its prime, was lost in the crowd in the pilgrimage town of Pandharpur in South Maharashtra, but made its way back to the village in Belagavi in North Karnataka, travelling nearly 250km on its own.

In the last week of June, Maharaj had followed its owner Kamalesh Kumbhar when he went on his annual 'Wari padayatra' trip to Pandharpur.

Kumbhar, a 'Warkari', said he visits Pandharpur every year on Ashadha Ekadashi and Kartiki Ekadashi.

This time, the dog too accompanied him, he said.

"Maharaj has always liked listening to bhajans. Once, he had accompanied me on another padayatra trip to Jyotiba temple near Mahabaleshwar," Kumbhar told PTI.

For nearly 250 km, the dog followed the master, who walked with a group of his friends, chanting bhajans.

After the darshan at Vithoba temple, Kumbhar said he noticed that the dog was missing. When he went looking for him, he said people over there told him that the dog had left with another group.

"I still searched for him everywhere and I could not find him. So, I thought maybe the people were right, that he left with someone else. I returned to my home town on July 14," Kumbhar said.

The very next day though, Kumbhar said, to his surprise "Maharaj was standing there in front of my house, wagging his tail as if nothing had happened. He looked well fed and perfectly fine." 

Overcome with happiness, Kumbhar said, he and the villagers celebrated Maharaj's return with a feast. "It is such a miracle that the dog could find its way, although it was 250km or so away from home. We think it was Lord Panduranga who guided him."

Fake Child Abuse Charges In Marital Cases Have Serious Consequences: Court

Marital disputes leading to false allegations of child sexual exploitation by a father can have severe and far-reaching consequences for all parties involved, the Kerala High Court has observed while setting aside the prosecution of a father in a POCSO case.

Justice P V Kunhikrishnan said the 2016 case registered under the Protection of Children from Sexual Offences (POCSO) Act against a Thiruvananthapuram resident, the father of a three-year-old, was "frivolous" and "false".

In the July 22 order of the Kerala High Court, the judge said it was the duty of the court to see that there is no false allegation against parents, especially when there is a dispute regarding the custody of children.

The case was registered based on a statement given by the mother of the victim, the court said, adding that it was an unfortunate case in which a minor girl was used by her own mother as a weapon to fight against her husband.

The court reached a conclusion that the prosecution against the father in the case was a frivolous and false complaint from the mother to get custody of the child.

The court noted that even the three-year-old child who was "tutored to depose" against her own father, told the magistrate that she likes her father more than her mother.

This is a fit case in which the prosecution against the petitioner -- who is the father of the victim -- is to be quashed in the light of the above discussions, it said.

"I am more disturbed because the child gave a Section 164 CrPC. statement, which is extracted in the earlier paragraph of this judgment, in which she stated that she likes her father and mother and she likes her father more.

"Such a loving father is prosecuted by the mother of the child alleging serious allegations of the POCSO Act," the court said.

In the order, Justice Kunhikrishnan said the names of such culprits should be disclosed to the public, "so that the man who was defamed because of their complaint could stand before his child and society with dignity".

"But considering the privacy of the child I refrain from doing so," the court said.

It also asked the POCSO courts that try cases like this in which an accusation of sexual abuse is made against parents of the minor child, especially when there is a custody dispute, "to look into the facts again and again" before deciding the cases.

"All cases will be decided by all courts with great caution. But these types of cases should be dealt with very seriously because if the allegations are correct, that is serious; but if the allegations are false, a man is crucified without any substance and he will be defamed in society because of such allegations," it said.

The court said false allegations can cause immense emotional distress for the accused, the child and other family members, and the accused may have to face the trauma of criminal charges even if the allegations are later proven false.

"Matrimonial disputes leading to false allegations of child sexual exploitation by a father can have severe and far reaching consequences for all parties involved. The accused may suffer social ostracisation, damage to reputation and loss of community stand," it said.

The court also noted that the false allegations can lead to family breakdown, custody battles and long term psychological effects on the child.

The high court quashed the proceedings against the father of the child which were before a special court in Attingal and the case registered against him at Mangalapuram police station.

The judge also quoted a popular Malayalam movie song, "Suryanayi Thazhuki urakkamunarthumen achaneyanenikkishtam", penned by noted musician Kaithappram Damodaran Namboothiri, in this context.

"English Seekhen": Liquor Shop Owner's Move To Boost Sales Draws A Fine

A liquor shop owner in Madhya Pradesh tried to boost sales by highlighting the general tendency of people to become more expressive after drinking, but the plan failed and earned him a fine of Rs 10,000.

Officials said the owner had put up a banner with the message “Dindahade English bolna seekhen (learn to speak English during daytime)” near his shop at Nachankheda in Burhanpur district. An arrow below the message pointed to the alcohol vend.

Although it was not clear if the poster sent his sales to a new high, a photo of it went viral on social media, generating chuckles and criticism in equal measures.

The visual also reached the district administration on Saturday, an official said.

Burhanpur District Collector Bhavya Mittal said they directed the Excise Department to take action against the alcohol seller. Excise officials then served a notice to the shop licensee.

In his reply, the shop owner claimed innocence and said it was put up on private land of another person, 40-50 feet from his shop.

He also claimed that some other person had placed the banner as part of a conspiracy. However, his explanation didn't cut much ice with the officials.

Terming his reply unsatisfactory, the authorities fined him Rs 10,000 for flouting the conditions of his liquor licence, the official said.

Ex BJP MP Maneka Gandhi Goes To Court Challenging Rival Candidate's Win

Former BJP MP Maneka Gandhi has moved the Allahabad High Court challenging the recent election of Samajwadi Party MP Ram Bhual Nishad from Sultanpur Lok Sabha constituency.

Maneka Gandhi, who lost to Mr Nishad by a margin of 43,174 votes, filed an election petition with the court registry on Saturday.

This petition is likely to come up for hearing before the Lucknow bench on July 30.

In the petition, Maneka Gandhi alleged that Nishad had concealed information related to his criminal history in the affidavit submitted at the time of filing of nomination in the recent Lok Sabha election.

It claimed that 12 criminal cases were pending against Nishad, whereas he has given information about only eight cases in his election affidavit.

The petition claimed that Mr Nishad had hidden information about criminal cases at Pipraich police station of Gorakhpur district and at Barhalganj police station.

The petition urged the HC to set aside Mr Nishad's election and declare Maneka Gandhi as the elected candidate.

Upset Over Friends Leaving School, Class 11 Student Dies By Suicide: Cops

A Class 11 student has allegedly died by suicide by hanging himself in a private school's hostel in Delhi, police said on Friday.

Information about the incident at the school in Dwarka was received on July 25 and when police reached there, they found a 16-year-old boy dead in the dormitory, a senior official said.

Police said according to one of his classmates, he was upset as his friends had left the school and taken admission in the science stream in other institutions.

"His father had counselled him to continue in the school in the arts stream. The boy was feeling lonely and was upset. On July 25, around 6 am, he died by suicide," the police officer said.

The body was handed over to his parents after postmortem and no foul play is suspected, the officer said.

"We have started further investigation under inquest proceeding under sections 194 of the BNSS," the officer said.

Nitish Kumar Party's General Secretary Rajib Ranjan Dies. He Was 65

Bihar Chief Minister Nitish Kumar on Thursday expressed grief over the sudden demise of JD(U) national general secretary and spokesman Rajib Ranjan.

According to party sources, Mr Ranjan, 65, breathed his last at a hospital in Delhi shortly after he got admitted following difficulty in breathing.

In his condolence message, Mr Kumar, who heads the JD(U), described Mr Ranjan as "an able politician and a noted social activist".

Hailing from Nalanda district, to which the chief minister also belongs, the JD(U) leader had won the Islampur assembly constituency in 2010.

Five years later, differences with Mr Kumar led him to join the BJP, which was then in opposition.

In December 2022, Mr Ranjan quit the saffron party and was back in the JD(U) shortly after.

66% Taxpayers Opted For New ITR Filing Regime In Current Season: CBDT Chief

About 66 per cent of taxpayers out of the over 4 crore filers have opted for the new regime for income tax return (ITR) filing during the current season till now, CBDT Chairman Ravi Agrawal said Wednesday.

He told PTI during a post-Budget interview that the focus of the government and the direct taxes administration is on "simplification" of the tax processes including filing of ITRs and conduct of other businesses with the Income Tax Department.

"The philosophy (of the government) is that the more you simplify, the more it will make it easy for people to comply leading to increased compliance.

"This is also reflected from the fact that, as on date, the number of returns (ITRs) that have been filed till yesterday is significantly more than the returns filed during the same time in the corresponding (last) year," Mr Agrawal said.

Last year, the figure of 4 crore ITR filings was crossed on July 25 but this time this number was crossed on the night of July 22, he said.

He said there was "sufficient traction" for the new tax regime and about 66 per cent of ITR filings, as of today, were made under the new regime.

"We expect that going forward we should get more (under the new ITR regime)...," he said.

The Central Board of Direct Taxes (CBDT) chief said about 7.5 crore ITRs were filed the last time at the end of the deadline on July 31.

The current ITR filing season for assessment year 2024-25 will similarly end on July 31 for different categories of taxpayers whose accounts are not supposed to be audited.

The CBDT chief said more transactions are being automatically reported to the taxpayers (while filing ITR) and this meant that more information is being made available to the taxpayer.

"So, therefore, we expect that the compliance will be more because simplification is also simultaneously taking place," he said.

So far, the CBDT chief said, as the new tax regime is concerned, the government is nudging the taxpayer towards opting for it and therefore this is being sweetened also, by way of changing the tax slabs, which gives benefit to the taxpayers.

Asked about the end of the old regime, Mr Agrawal said the process was in the "transition stage" and a call would be taken at an appropriate time after it is seen which regime has better acceptability among the taxpayers.

Finance Minister Nirmala Sitharaman in her Budget proposals announced on Tuesday had raised the standard deduction for salaried individuals to Rs 75,000 from Rs 25,000 and also tweaked the tax rate structure or slabs for taxpayers opting for the new income tax regime.

"As a result of these changes, a salaried employee in the new tax regime stands to save up to Rs 17,500 in income tax," she said.

The FM said during the last fiscal (2023-24) more than two-thirds of individual filers availed the new income tax regime.

Weather Office Issues Yellow Alert For Rainfall In Delhi Over Next 2 Days

The city recorded a maximum temperature of 36.2 degrees Celsius, 1.3 notches above normal, according to the weather department The relative humidity at 5.30 pm stood at 68 per cent. The city will be on "yellow" alert for the next two days, the IMD said.

The weather office has forecast moderate rainfall for Wednesday, with the maximum and minimum temperatures likely to hover around 34 and 26 degrees Celsius, respectively.

The Air Quality Index (AQI) of the national capital was recorded in the "satisfactory " category with a reading of 93 at 6 pm, according to the Central Pollution Control Board.

Budget Could Bring In More Standardised Approach To Taxation: Report

The full budget for 2024-25, to be presented in Parliament on Tuesday, could possibly increase capital expenditure and may usher in a more standardised approach to taxation, Moody's Analytics said.

After losing its absolute majority in the lower house, or Lok Sabha, in June, Prime Minister Narendra Modi's Bharatiya Janata Party will be looking to nurture confidence and public trust in the new coalition government that it now leads, said Aditi Raman, Associate Economist, Moody's Analytics.

While the interim budget left tax rates on hold, any uptick in planned government spending will need to be accompanied by a higher tax take, either through direct or indirect taxation, to prevent the deficit from widening, she said.

Despite the election shaking up government dynamics, we don't expect major changes to economic policy in India. This post-election budget will likely reinforce the goals set in the pre-election budget, which emphasised infrastructure spending, support to the manufacturing sector, and fiscal prudence, Ms Raman added.

In the India budget preview, Moody's Analytics said the budget will have a bearing on business and consumer confidence.

India's updated union budget will maintain, or quite possibly increase, capital expenditure on infrastructure and funding for production-linked incentive schemes.

The budget will also likely usher in a more standardised approach to taxation, but the broad thrust will be one of policy continuity in the wake of the surprising outcome in this year's general election, it added.

India is slated to have one of the strongest-growing economies in the Asia-Pacific region in 2024 and 2025. This is primarily due to government spending, rather than domestic consumption or exports, which are important drivers elsewhere in the region, it added.

For a few years now, capital expenditure has played an increasingly important role in powering the economy, chiefly through infrastructure investments.

In February's interim Union Budget, the government upped its allocation for capex spending by 11.1 per cent to approximately USD 134 billion, or 3.4 per cent of GDP, for the fiscal year to March 2025.

Shraddha Walkar Case: Accused's Plea For Trial Only Twice A Month Rejected

 Saket District Court has recently rejected Shraddha Walkar's murder case and accused Aftab Amin Poonawala's plea seeking trial to be held only twice every month to give suitable time to his counsel to prepare his defence. The court said that the accused was trying to deliberately delay the trial.

Special Fast Track Court Judge Manish Khurana Kakkar dismissed the plea of the accused, Poonawala.

"It appears that since substantial witnesses have been examined and material witnesses are yet to be examined after filing the supplementary challan along with the witnesses cited in the main charge sheet, the accused is trying to deliberately delay the trial," the Special Court said in an order of July 6.

In fact, learned defence counsel had failed to appear on dates that were fixed as per his convenience for cross-examination of the witnesses, and several witnesses are yet to be cross examined by the accused, it added.

It also said that only 134 out of 212 prosecution witnesses have been examined since June 2023. Therefore, consecutive dates are required to conclude the trial expeditiously.

There is an application which was moved by Vikas Walkar, father of Shraddha Walkar, seeking release of her bones so that her last rites may be performed.

"Moreover, the right of the accused to a fair trial cannot be allowed to completely trump the right of the victim to a dignified cremation as well as the right of the surviving heir of the deceased to cremate the body of the deceased with dignity and respect," the court observed.

The court noted that, admittedly, the bones of the deceased have not been released to the father of the deceased/victim, who has been appearing diligently physically or through virtual mode. He has specifically prayed that the bones of his only daughter be released to him expeditiously as soon as possible since he has to cremate her body parts.

"Infact, the said right cannot be allowed to be completely thwarted by slackening the pace of trial at the whims and fancy of the accused, who has been adequately accommodated on each date of hearing so as to give him ample opportunity to prepare his defence as well as to cross-examine the witnesses," the court emphasised.

The court said that the father of the deceased has also filed an application for release of the bones and for expeditiously exhibiting them.

In reply to the application filed, the accused stated that he has no objection to release of the bones to the father of deceased, as the alleged bones and body parts have already been exhibited.

"However, the said case property cannot be allowed to be released at this stage since many police witnesses involved in the alleged recovery of bones of deceased Shraddha Vikas Walker are yet to be examined and as per the submissions of the prosecution, the said case property is required for the identification and exhibition of the said bones by the police witnesses.

Therefore, the application of the father of the deceased cannot be allowed to that extent," the court said in the order.

The court held, "However, keeping in view the fact that the father of the victim, Vikas Walker, has a right to cremate the bones of his deceased daughter, Shraddha Vikas Walker, the matter shall be taken up expeditiously on consecutive dates of hearing each month in order to conclude the prosecution evidence, after which at least some part of the bones may be released to him for cremation, at the appropriate stage of proceedings."

Special Public Prosecutor (SPP) Amit Prasad did not object to expeditious trial in the present matter. In fact, it was reinforced that consecutive dates be given for completion of examination of prosecution witnesses, as the total number of prosecution witnesses in the main charge-sheet is around 182 witnesses, while the supplementary challan has about 30 witnesses, i.e. more than 212 witnesses in total, the court noted.

He vehemently argued that the defence counsel had previously taken dates as per his convenience for cross-examination of witnesses, however, he failed to appear on the said dates with the intent to delay the trial.

Accused in application stated that the matter is at the stage of Prosecution. Evidence shows that since October 2023, 6-7 block dates per month have been fixed.

It was further stated that more than 125 witnesses have already been examined in the present matter, and now crucial witnesses, i.e., investigating officers, public witnesses, and FSL witnesses, remain to be examined; therefore, main counsel needs to be present for their examination in chief as well.

Centre Has Increased Its Budget For Welfare And Empowerment Of Women

The Indian government has increased its budget for the welfare and empowerment of women, marking a 218.8 per cent rise from FY14 to FY25.

The surge underscores India's commitment to transitioning from women's development to women-led development, as highlighted in the Economic Survey 2023-2024.

Presented today in Parliament by Union Finance and Corporate Affairs Minister Nirmala Sitharaman, the Survey emphasizes the resilience of the Indian economy and its stable post-Covid recovery, according to a press release by the Ministry of Finance.

The Survey underscores the government's commitment to "Nari Shakti" through various legislative measures and provisions aimed at boosting women's participation in diverse professions.

According to the Economic Survey, the budget for women's welfare and empowerment schemes has surged by 218.8 per cent, growing from Rs 97,134 crore (BE) in FY14 to Rs 3.10 lakh crore in FY25.

Additionally, the Gender Budget Statement (GBS) has seen a 38.7 per cent increase compared to FY24 BE, with its share in the total Union Budget rising to 6.5 per cent in FY25, the highest since GBS was introduced in FY06, read the press release.

The Survey emphasizes that women-led development starts with ensuring the health and education of the girl child. The national sex ratio at birth (SRB) has improved from 918 (2014-15) to 930 (2023-24, provisional), and the maternal mortality rate has dropped from 130 per lakh live births in 2014-16 to 97 per lakh live births in 2018-20.

Programs like "Beti Bachao, Beti Padhao" and Sukanya Samriddhi Yojana have been pivotal in raising awareness and fostering the welfare of the girl child.

Over the past decade, institutional deliveries have increased from 78.9 per cent in 2015-16 to 88.6 per cent in 2019-21, thanks to initiatives like the Janani Shishu Suraksha Karyakram and the PM Matru Vandana Yojana, India's largest conditional cash transfer program. These programs have positively impacted public health service utilization and birth spacing, read the press release.

Government initiatives aimed at empowering women have focused on improving women's conditions and addressing gender-specific disadvantages.

The construction of toilets under the Swachh Bharat Mission, clean cooking gas connections under the Ujjwala Yojana, and tap water connections under the Jal Jeevan Mission have significantly reduced the drudgery and care burden on women, allowing more time for productive activities such as participating in women's collectives through the National Rural Livelihood Mission (NRLM).

The Mission Saksham Anganwadi and Poshan 2.0 programs highlight the principle that women's health is foundational to societal health, shifting focus from mere calorific sufficiency to overall health, wellness, and immunity through micronutrient sufficiency.

Women's education remains a key enabler of empowerment, with programs like Sarva Shiksha Abhiyan and the Right to Education achieving gender parity in school enrollment.

In higher education, female Gross Enrollment Ratio (GER) has surpassed that of males for five consecutive years.

Acknowledging the emphasis on women's inclusion in skill development schemes, the Survey notes that women's participation in training programs has increased from 42.7 per cent in FY16 to 52.3 per cent in FY24 under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

Under the Jan Shikshan Sansthan (JSS) Scheme, women constitute about 82 per cent of total beneficiaries. In ITIs and National Skill Training Institutes (NSTIs), women's participation has grown from 9.8 per cent in FY16 to 13.3 per cent in FY24, and under the National Apprenticeship Promotion Scheme (NAPS), from 7.7 per cent in FY17 to 20.8 per cent in FY24, read the press release.

The Women in Science and Engineering-KIRAN (WISE KIRAN) program, which aims to increase women's participation in STEM fields, has benefitted nearly 1,962 women scientists between 2018 and 2023.

The Vigyan Jyoti program, initiated in 2020 to address the underrepresentation of girls in science and technology courses from grades 9 to 12, has seen an enrollment of around 21,600 female students from 250 districts as of December 2023.

Talks With India On Murder-For-Hire Plot Has Been Effective: US Official

The conversation with India regarding the allegations of a plot to assassinate a Khalistani terrorist in the US that involved an Indian government official has been “respectful” and “effective” because it's being held behind closed doors, according to Jake Sullivan, the National Security Advisor to the US president.

In November last year, US federal prosecutors charged Indian national Nikhil Gupta with working with an Indian government employee in the foiled plot to kill Gurpatwant Singh Pannun in New York. Gupta, who was arrested in the Czech Republic in June last year, was extradited to the US on June 14.

“We have had a constructive dialogue with India on this issue. And we have made it very clear where we stand on it and what we would like to see. And it's been respectful, and it has been effective, in my view, mostly because it is taking place behind closed doors,”Mr  Sullivan said at the Aspen Security Forum in Colorado on Friday responding to a question on allegations related to the assassination attempt on Pannun.

India has denied the allegations but has constituted an internal investigations team to look into it.

"About a year ago, CIA Director Bill Burns and Director of National Intelligence Avril Haines went to India and raised concerns with the Indian government about suspicions that the Indian government may have been involved in the assassination of a Sikh activist in Vancouver and what turned out to be a thwarted assassination plot in New York, also against a Sikh activist. Have you received satisfactory explanations from India about what happened or didn't happen?” Mr Sullivan was asked.

“We were very transparent about this publicly with the Congress, with others. And obviously, that was a carefully executed plan. I sat down with Bill and Avril. I said we are going to go in the following order and actually talk to the Indians about what our expectations are in light of what we have learned, and we are going to work through until we see an outcome that we think is satisfactory,” Mr Sullivan said.

“I don't think that there's a lot of value in talking about the nature of that conversation publicly. It is sensitive. It is something we are working through. The story in my view has not yet been completely written; we need to keep working through it. But we have had a constructive dialogue with India on this issue,” said the US national security advisor.

Class 11 Student Stabbed By Classmate At Delhi School: Cops

A class 11 student was allegedly stabbed by another here in a government school in northwest Delhi's Jahangirpuri area, police said on Saturday.

The victim was rushed to a hospital immediately where he is undergoing treatment. The incident happened over a minor dispute between the two students on Friday, they said.

Police said the juvenile accused of the stabbing was taken into custody. During investigations, it was found that he stabbed the victim over something the latter had said the previous day. He carried the knife he used to attack the victim in his school bag, they said.

Police said he was taken into the custody and sent to the juvenile home after the police produced him before the Juvenile Justice Board (JJB), an officer said.

Further probe was underway. police said.

After 3 Hmar Insurgents Killed In Assam, Warning Against Fake News: Sources

Those who spread misleading and fake information on social media about the encounter between police and suspected insurgents in Assam's Cachar are likely to face legal action, police sources have said.

Chief Minister Himanta Biswa Sarma had yesterday in a post on X announced the police killed "three Hmar militants from Assam and neighbouring Manipur", and also recovered two AK-47 assault rifles and other firearms. Three policemen were injured in the firing by insurgents.

Soon after the police gave a statement on the encounter, some social media handles started spreading "disinformation" about a "fake encounter" to malign the police, sources said, adding they are monitoring the handles and will consider taking legal action.

Assam Director General of Police GP Singh in a post on X today asked people to refer to the media briefing by the Cachar Superintendent of Police about the sequence of events "leading to the death of terrorists in the exchange of fire".

"We would continue to scour each inch of Assam to keep it safe. It's after more than three decades that there has been no death of civilians or security personnel during 2023 and 2024 till date in militant violence. We wish to keep it that way," Mr Singh said in the post on X.

The Cachar police in the statement on Wednesday said based on intelligence inputs, they stopped an autorickshaw carrying three men going towards Bhuban Hills. Lallungawi Hmar, 21; Lalbikung Hmar, 33, and Joshua, 35, were arrested with one AK-47 assault rifle and other firearms.

The police said the three men told them during interrogation that more of them, heavily armed, are hiding around Bhuban Hills "to carry out some subversive activities in the Assam and Manipur border areas."

Later, when a police team went towards Bhuban Hills along with the three arrested insurgents to pinpoint the hideout, they came under fire from suspected insurgents hiding in the hills, after which the police team including commandos returned fire, the Cachar police said in the statement.

The three arrested insurgents were hit during the encounter, and were taken to hospital, where the doctors declared them dead, the police said.

On social media, however, some purported visuals of the encounter was shared by many handles alleging it was a "fake encounter".

"... Need serious investigation on this stage managed killings by Assam Police... This will never be acceptable in any form..." an X user, @Khulkonns_3382, posted.

Another X user, @ngulminthang, said, "... Kuki civilians can be branded as militants and murdered by police through staged fake encounters... India will pay the price for this persecution of Kuki-Zo people."

The Hmar Students Association, and the Manipur-based civil society group Kuki Inpi in separate statements condemned what they called "cold-blooded murder" and "brutal custodial deaths" of the men belonging to the Hmar tribe.

"Despite the Assam Police's claims of an encounter where three Hmar militants were killed in an early morning operation, the incident is rather a clear case of extrajudicial killing," the Kuki Inpi said in the statement.

Assam's Cachar district is a neighbour of Manipur's Jiribam district, where the Meitei community and the Hmar tribes had clashed last month.

No President Nod To Replacing Governor As Punjab Universities' Chancellor

A Punjab bill that seeks to replace the state Governor with the Chief Minister as the Chancellor of state-run universities has been returned by the President without assent, official sources said.

Punjab Universities Laws (Amendment) Bill, 2023, and three other bills were passed by the Punjab Assembly in the two-day session in June last year but the governor had called the session "patently illegal." Later in November last year, the Supreme Court held that the June 19-20 session was constitutionally valid and directed the Punjab governor to decide on the Bills passed by the legislative assembly session.

The Punjab Universities Laws (Amendment) Bill, 2023 was for replacing the Governor with the Chief Minister as the Chancellor of state-run universities.

However, Punjab Governor Banwarilal Purohit reserved this bill along with two others -- the Sikh Gurdwaras (Amendment) Bill, 2023 and the Punjab Police (Amendment) Bill, 2023 -- for the consideration of the President in accordance with Article 200 of the Constitution of India.

These three bills were later sent to the President.

The Punjab Universities Laws (Amendment) Bill, 2023 was returned by the President without assent a few days back, the sources said.

The governor and Punjab chief minister Bhagwant Mann had been at loggerheads over various issues including the appointment of vice chancellor of Ludhiana-based Punjab Agricultural University.

Meanwhile, Punjab BJP leader Subhash Sharma on Wednesday hailed the President's decision.

"We have been saying that the CM has been doing unconstitutional work and this development has put a stamp on it. We expect that the CM will now learn a lesson from it and will not indulge in any unconstitutional acts," said Mr Sharma.

The Sikh Gurdwaras (Amendment) Bill, 2023 was aimed at ensuring a free-to-air telecast of 'Gurbani' from the Golden Temple in Amritsar while the Punjab Police (Amendment) Bill, 2023 was to pave the way to bring about an independent mechanism for selection and appointment of suitable persons to the director general of police post.

The Governor had granted assent to the Punjab Affiliated Colleges (Security of Service) Amendment Bill, 2023, which was aimed to streamline the functioning of the Punjab Educational Tribunal for government-aided private colleges.

Mumbai Hoarding Crash: Firm Paid People Linked To Aide Of Officer's Wife

The Special Investigation Team of Mumbai Police probing the Ghatkopar hoarding collapse case has found that advertising firm Ego Media allegedly transferred Rs 82 lakh to the bank accounts of some people linked to Arshad Khan, a business associate of the wife of IPS officer Quaiser Khalid.

Mr Khalid, who was the commissioner of Government Railway Police when the hoarding was sanctioned on the GRP land, has been suspended for alleged lapses. Neither he nor Mr Khan are accused in the case.

The special investigation team will question Arshad Khan this week about these transactions, a police official said on Tuesday.

There were 22 such transactions from the bank accounts of Ego Media Private Limited which had installed the hoarding.

Most of these transactions took place when Mr Khalid was GRP commissioner, the official claimed.

The money was transferred to 16 bank accounts, he added.

"After Khalid's transfer, only four transactions were made from the advertising firm's account to that of the people connected to Arshad Khan," he said.

The SIT will question Arshad Khan about the purpose of these transactions, the official added.

Mumbai Police last week submitted a 3,200-page charge-sheet in the hoarding crash case, which contained Mr Khalid's statement too.

According to the official, Mr Khalid told police that he knew Arshad Khan.

Meanwhile, Maharashtra Police has initiated a departmental enquiry against Mr Khalid who was suspended for alleged administrative lapses and irregularities in sanctioning the ill-fated hoarding on his own without the approval of the Director General of Police's office.

As many as 17 persons were killed after the gigantic illegal hoarding crashed on a petrol pump in Ghatkopar area here amid gusty winds and rain on May 13.

8 Killed In Rain-Related Incidents In Uttar Pradesh In Last 2 Days

Eight people died in rain-related incidents in Uttar Pradesh in the last two days, the state relief commissioner's office said on Monday.

Among the victims, five drowned in Agra, Kanpur, Bahraich, Chitrakoot and Ghazipur. One in each area -- Hathras, Ghazipur and Shravasti -- died due to boat capsizing, snake bite and other rain-related incidents, it said.

These deaths were reported in the past 24 hours till 6 pm Monday.

The report said that 17 districts of the state are affected by the rains. These districts include - Lakhimpur Kheri, Balrampur, Kushinagar, Shahjahanpur, Ballia, Siddharth Nagar, Barabanki, Sitapur, Gorakhpur, Bareilly, Hardoi, Ayodhya, Bahraich, Budaun, Farrukhabad, Deoria and Unnao, it said.

The rivers flowing above the danger mark are Rapti River in Gorakhpur and Bansi, Kuono River in Gonda, Ghaghra River in Ballia and Ramganga in Shahjahanpur, it added.

Jailed Maoist Leader Likely To Enroll For PhD As Bengal Government Steps In

Maoist leader Arnab Dam, who topped the PhD admission test at West Bengal's Burdwan University, will likely be enrolled soon after the state government intervened to address certain administrative issues that thwarted his admission.

Mr Dam, an accused in cases of multiple attacks and killings, was being shifted from the correctional home in Hooghly district to Bardhaman and security will be provided for his visit to the university campus in the town, said Akhil Giri, Correctional Administration Minister.

“We have decided to shift him from the Hooghly to the Burdwan Correctional Home,” the minister said.

Mr Dam is serving a life sentence for his role in the 2010 attack on an Eastern Frontier Rifles camp in Jhargram district's Sildah.

Trinamool Congress leader Kunal Ghosh supported Mr Dam's demand to be allowed to be enrolled for PhD in the university while clarifying his trial as per law in criminal cases should continue.

“We are against the politics of killing. We are not calling for the release of Arnab. But if someone wants to pursue a journey in higher education despite being lodged in jail, isn't that a silver lining in society?” Mr Ghosh said in a post in Bengali on X.

The former Rajya Sabha MP was responding to the anguish expressed by the mother of a Maoist violence victim for the initiative to facilitate Mr Dam's enrollment as a researcher at the University.

Mr Dam, who was earlier lodged in a correctional home in Hooghly district, had secured over 75% in the PhD admission test in History which was held at the campus on June 26 under strict security.

While the University started the process of admission of PhD researchers in other streams, the same for History was delayed in the last few days.

Interim Vice Chancellor Goutam Chandra said on Saturday: "We wish to get Arnab admitted to our University as a PhD scholar as he stood first in the admission test. But we have to follow certain UGC guidelines. We had sent a mail to the Correctional Home authorities. Once we get their positive nod, we will enroll him as a PhD scholar," he explained.

Mr Dam, allegedly a close associate of Maoist leader Kishanji who was killed in an encounter in 2011, is accused in several attack and murder cases in the Jangal Mahal belt of south Bengal till 2010. He was arrested in 2012.

He had qualified in undergraduate and post-graduate exams while sitting at the correctional home.

The Hooghly correctional home authorities had in the last week of June sent a letter to the university informing that an inmate wanted to appear for PhD admission test and after confirmation from the university, security measures were taken to escort him to the campus, enable write the papers and return to his cell on June 26.

He cleared undergraduate and post-graduate exams from the correctional home.

Notice To IAS Officer Puja Khedkar's Mother Over Encroachment Row

Pune civic body on Saturday issued a notice to Manorama Khedkar, mother of controversial probationary IAS officer Puja Khedkar, directing the removal of "unauthorised structures" adjacent to the boundary wall of their bungalow in seven days, officials said.

Police have also registered an FIR against the IAS probationer's parents Manorama and Dilip Khedkar beside five others, days after a video showing Manorama allegedly threatening some persons with a gun over a land dispute emerged.

The 34-year-old officer is in the eye of a storm for allegedly misusing the disability and Other Backward Class (OBC) quota to secure a position in the IAS.

On Saturday evening, Pune Municipal Corporation officials tried to hand over the notice to Manorama Khedkar at 'Om Deep' bungalow, located on Baner Road in the city, but didn't get any response after ringing the doorbell. Subsequently, officials stuck the notice on the main door of the bungalow.

"We have received a complaint about the structures installed outside your bungalow causing obstacles to the people. Kindly remove the unauthorised structures adjacent to the boundary wall of the bungalow in the next seven days," the notice stated.

Pune Rural Police have booked Manorama Khedkar and Dilip Khedkar and five others under relevant sections of the Bharatiya Nyay Sanhita (BNS), including section 323 (Dishonest or fraudulent removal or concealment of property), at Paud police station, an official said.

The two-minute video shows Manorama Khedkar, accompanied by her security guards, engaged in a heated argument with some people with a pistol in her hand in Dhadwali village in Pune's Mulshi tehsil.

An official said the incident was about a land parcel bought by Dilip Khedkar, a retired Maharashtra government officer. Locals had claimed the Khedkars had encroached on the land of neighbouring farmers.

In another blow to Puja Khedkar, Pune City traffic police issued a notice to a private company on Thursday over the unauthorised use of a beacon light on a private car with the "Maharashtra Government" sign the IAS probationer was found using.

"The luxurious car belongs to a private company. An order was issued against Thermo Verita Engineering Pvt Ltd to produce the car at the nearest police station for further inquiry. In case of default, legal action will be initiated by Pune Police," a senior officer said on Saturday.

The Pune Regional Transport Office (RTO) had issued a notice to a private company, which is the registered owner of the Audi car used by Khedkar.

Notably, the Centre on Thursday constituted a single-member committee for re-examining documents submitted by Puja Khedkar to secure her candidature in the civil services examination and then for selection in service.

A 2023 batch Indian Administrative Service (IAS) officer, Puja Khedkar is under probation and currently posted in her home cadre Maharashtra.

Dancer Bites Off Hen's Head During Performance In Andhra Pradesh, FIR Filed

The Andhra Pradesh Police have filed a case against a dancer for killing a hen by biting off its head during a performance.

The police in the state's Anakapalli district registered the case on a complaint by the People for the Ethical Treatment of Animals (PETA) India.

After learning about a video of a man deliberately killing a hen by biting off its head with his teeth during a dance performance in full public view, PETA India worked with senior cops to get an FIR registered.

The FIR has been registered under relevant sections of the Indian Penal Code (IPC) and the Prevention of Cruelty to Animals (PCA) Act, 1960, against the performer and the organisers.

The disturbing incident, witnessed by children in the audience, was filmed and posted on social media under the guise of entertainment, the organisation said.

"Those who abuse animals are often shown to have no regard for human life, either. For the sake of everyone's safety, it is imperative that members of the public report cases of cruelty to animals such as this," said PETA India Cruelty Response Coordinator Sinchana Subramanyan.

'Wagh Nakh' Used By Shivaji To Kill Afzal Khan Being Brought Back From UK

The 'wagh nakh' or tiger claw-shaped weapon that is being brought to Maharashtra from London was used by Chhatrapati Shivaji Maharaj, minister Sudhir Mungantiwar told the legislative assembly today.

He rejected the claim that the government spent several crore rupees to bring the weapon from the Victoria and Albert Museum in London to the state, and said that the travel and signing of the agreement cost Rs 14.08 lakh.

His remarks come days after a historian claimed the wagh nakh used by the founder of the Maratha empire to kill Bijapur Sultanate's general Afzal Khan in 1659 was in Satara.

Mr Mungantiwar informed the House that the wagh nakh will be brought from London for three years and kept on display at a museum in Satara from July 19.

The weapon will be given a rousing welcome in Satara on July 19, the minister added.

The museum in London had initially agreed to give the weapon for a year, but the state government persuaded it to hand it over for display for three years, he said.

"The wagh nakh will be kept on display at the government museum in Satara in the presence of the descendants of the warrior king on July 19," the Cultural Affairs Minister told the House.

Chhatrapati Shivaji Maharaj was an ideal ruler and is an inspiration to one and all, he said.

There were several pieces of evidence available about the wagh nakh in the museum, he said, adding they were on display between 1875 and 1896 before being given to the Victoria and Albert Museum.

There is a mention of them being used by the Maratha emperor in several newspaper clippings of the time, Mungantiwar added.

"There are indeed many wagh nakhs in the museum but this particular one was kept in a special box in 1825 which said it was used by Chhatrapati Shivaji Maharaj to kill Afzal Khan," he said, adding the museum had not denied the claim.

Mr Mungantiwar said followers of Shivaji Maharaj had given photo evidence to show that the box in which the wagh nakh was kept at the London museum mentioned that it was used to kill Afzal Khan.

The government spent Rs 14.08 lakh for travel to London and the signing of an agreement with the museum there to bring the wagh nakh to India, he said. "We are not giving any rent to display the wagh nakh here," he added.

Historian Indrajit Sawant recently said the wagh nakh being brought to Maharashtra does not belong to Shivaji Maharaj as the original one is with the descendants of the Maratha warrior king in Satara.

Mr Sawant also claimed the wagh nakh was being brought to the state on a loan agreement of Rs 30 crore for three years.

Delhi Doctor Among 7 Arrested As Kidney Transplant Racket Busted

At least seven people, including a 50-year-old Delhi-based woman doctor, have been arrested in connection with an alleged kidney transplant racket running across Bangladesh and the Delhi-NCR region, police officials said on Tuesday.

Acting on a tip-off, the Delhi Police Crime Branch had been working on the case for two months. A majority of the donors and recipients are from Bangladesh brought to India on the basis of fake documents for the surgeries, officials said.

The woman doctor identified as D Vijaya Rajakumari, now working as a kidney transplant surgeon on a "fee-for-service basis" in the Indraprastha Apollo Hospital in southeast Delhi, was allegedly involved in the transplant surgeries of around 15 people from Bangladesh between 2021 and 2023, they said.

Dr Rajakumari allegedly conducted the surgeries in Noida-based Yathartha Hospital where she was a visiting consultant.

The other arrested persons included an assistant of the doctor, identified as Vikram Singh, and three Bangladeshi nationals identified as Rasel, Mihammad Sumon Miyan and Mohammad Rokon alias Rahul Sarkar alias Bijay Mondal.

The arrests took place over the last two weeks, police said.

According to the officials, incriminating materials including 23 stamps, forged files of patients and donors of kidney transplantation, and forged Aadhaar cards were recovered from the possession of the accused persons.

Deputy Commissioner of Police (crime) Amit Goel said Rasel is the kingpin of this network, who came to India in 2019 and donated his Kidney to one Bangladeshi patient.

After his surgery, Rasel started the racket. He would coordinate between different stakeholders and established contact with prospective kidney donors from Bangladesh and patients, the DCP said.

One of his associates, Ifti, who is in Bangladesh, used to get the donors, the official added.

He would usually get 20-25 per cent commission after the transplantation, which generally costs a patient Rs 25-30 lakh.

Rasel had taken a house on rent in Jasola, near the Apollo Hospital, from where he, Rokon, Sumon Miya, and one Ratesh Pal of Tripura were arrested on June 16, Goel said.

At their instance, three kidney seekers and three donors were identified, the DCP said.

Another officer said during interrogation, all four accused confessed that they targeted the kidney patients hailing from Bangladesh by visiting the dialysis centres in that country.

They would arrange donors from Bangladesh, taking benefit of their poor financial background and exploited them on the pretext of providing them job in India, the officer said.

The accused would confiscate the donors' passports after reaching India. Thereafter, Rasel, with the help of Sumon Miyan, Rokon and Ratesh Pal, got prepared the forged documents of patients and donors to show the relationship between them, as it is mandatory that only the close relative can be a donor, police officials said.

Vikram, personal assistant of Dr Rajakumari, used to assist in preparation of the patient files and was instrumental in getting the affidavit of patient and donor prepared, they said, adding that Vikram used to take Rs 20,000 per patient.

Rasel also disclosed the name of Mohammad Sharique, who used to take appointment of patients from Dr Rajakumari and get the pathological tests of the donors and seekers done taking Rs 50,000 to Rs 60,000 per patient.

On June 23, Vikram and Sharique were arrested.

According to the officials, Rasel, Vikram and Sharique disclosed that Dr Rajakumari had complete knowledge about each and every illegal act being done by the accused on the basis of forged papers. Accordingly, on July 1, Dr Rajakumari was also arrested in the case.

Investigation is on to identify the number of transplants conducted in the racket, the officials said.

Meanwhile, a spokesperson of the Yathartha Hospital stated that the Noida hospital has no direct association with Dr Rajakumari as she is a part of some other hospital.

"For all our procedures, we ensure the highest ethical standards, prioritize patient safety and comply with all clinical and government protocols. We have cooperated fully with all investigations, and there have been no findings of wrongdoing against our hospital or our practices," the spokesperson said in a statement.

The Indraprastha Apollo Hospital (IAH) also released its press statement in which it said the Delhi Police's Crime Branch department had taken custody of a doctor who had been engaged on a fee-for-service basis and not on the hospital's payroll.

"This action is subsequent to an investigation pertaining to procedures carried out at another hospital and prima-facie not related to any action or acts at IAH. Given this action by the police, the IAH had placed the doctor under suspension," the statement said. It further stated that IAH was previously approached by the Crime Branch seeking certain information as part of an investigation, which was duly provided.

"We reiterate our utmost commitment to adhering to all laws, rules and regulations in relation to clinical and administrative processes for all patients – national or international. The wider Apollo Hospitals Group has done more than 25,000 transplants and has followed all laws and processes in letter and spirit. Our processes have been reviewed by competent government authorities who have upheld our record of compliance," it said.

The IAH will provide its fullest cooperation to investigative authorities on this matter, the statement added.

Probe Agency Can't Peep Into Private Life Of Accused On Bail: Top Court

The Supreme Court on Monday held that bail conditions allowing an investigating agency to continuously track the movements of an accused violate the right to privacy guaranteed under Article 21 of the Constitution.

A bench of Justices Abhay S Oka and Ujjal Bhuyan, which deleted a bail condition imposed on Nigerian national Frank Vitus in a drugs case that mandated him to drop a PIN on the Google map to ensure that his location is available to the investigation officer of the case, said this court has held that bail conditions cannot be "fanciful, arbitrary or freakish".

The bench said, "The investigating agency cannot be permitted to continuously peep into the private life of the accused enlarged on bail, by imposing arbitrary conditions since that will violate the right of privacy of the accused, as guaranteed by Article 21." It said if a constant vigil is kept on every movement of the accused released on bail by the use of technology or otherwise, it will infringe the rights of the accused guaranteed under Article 21, including the right to privacy.

"The reason is that the effect of keeping such constant vigil on the accused by imposing drastic bail conditions will amount to keeping the accused in some kind of confinement even after he is released on bail. Such a condition cannot be a condition of bail," it said.

The bench said imposing any bail condition which enables the police/investigation agency to track every movement of the accused released on bail by using any technology or otherwise would undoubtedly violate the right to privacy guaranteed under Article 21.

"In this case, the condition of dropping a PIN on Google Maps has been incorporated without even considering the technical effect of dropping a PIN and the relevance of the said condition as a condition of bail. This cannot be a condition of bail. The condition deserves to be deleted and ordered accordingly," it said.

The court said in the case at hand, it is dealing with a case of the accused whose guilt is yet to be established and so long as he is not held guilty, the presumption of innocence is applicable.

"He cannot be deprived of all his rights guaranteed under Article 21. The courts must show restraint while imposing bail conditions. Therefore, while granting bail, the courts can curtail the freedom of the accused only to the extent required for imposing the bail conditions warranted by law," the bench said in its order, which was reserved on April 29.

Underscoring that bail conditions cannot be so onerous as to frustrate the order of bail itself, the bench said the court may impose a condition of periodically reporting to the police station/court or not travelling abroad without prior permission.

"Where circumstances require, the court may impose a condition restraining an accused from entering a particular area to protect the prosecution witnesses or the victims. But the court cannot impose a condition on the accused to keep the police constantly informed about his movement from one place to another. The object of the bail condition cannot be to keep a constant vigil on the movements of the accused enlarged on bail," it said.

The top court said the accused is bound by the conditions imposed while granting bail and if he, after being enlarged on bail, commits a breach of bail conditions or commits any offence, the courts always have the power to cancel the bail.

"A condition cannot be imposed while granting bail which is impossible for the accused to comply with. If such a condition is imposed, it will deprive an accused of bail, though he is otherwise entitled to it," it said.

It added that the object of imposing conditions of bail is to ensure that the accused does not interfere or obstruct the investigation in any manner, remains available for the investigation, does not tamper with or destroy evidence, does not commit any offence, remains regularly present before the trial court, and does not create obstacles in the expeditious conclusion of the trial.

"The courts have imposed a condition that the accused should cooperate with the investigation when bail is granted before filing the final report or charge sheet. Cooperating with the investigation does not mean that the accused must confess," it said, adding that the bail conditions must be consistent with the object of imposing conditions.

While imposing bail conditions, the constitutional rights of an accused, who is ordered to be released on bail, can be curtailed only to the minimum extent required, it said.

"Even an accused convicted by a competent Court and undergoing a sentence in prison is not deprived of all his rights guaranteed by Article 21 of the Constitution," the bench pointed out.

The top court also deleted another condition imposed on Victus by the Delhi High Court that he will have to obtain a certificate from the Embassy/High Commission of Nigeria that he shall not leave the country and shall appear before the court as and when required in the Narcotic Drugs and Psychotropic Substances Act case.

Victus was arrested on May 21, 2014 in the case and was released on bail on May 31, 2022 subject to various terms and conditions incorporated in the said order.

He moved the Supreme Court challenging the twin conditions imposed by the high court – sharing of Google PIN location with the investigating officer and obtaining a certificate from the embassy.

'Catch Me If You Can': How UP Gang Swindled Crores By Forging Cheques

In the 2002 hit Hollywood film "Catch Me If You Can", Leonardo DiCaprio plays the role of a conman in the late 1960s who makes millions of dollars by forging cheques.

Cut to now and a 10-member gang in Uttar Pradesh used the same modus operandi to swindle people of crores of rupees, only its techniques being a bit more sophisticated than those used in the film by Frank Abagnale Jr, the character played by DiCaprio.

The gang's members were arrested on Saturday by the Bulandshahr district police for scamming people across the country of crores of rupees by "cloning cheques", Senior Superintendent of Police (SSP) Shlok Kumar told PTI.

"Of those arrested, was a bank's generator operator who leaked data, a customer agent of a leading telecom company who transferred SIM cards (using fraudulent means) and a person whose accounts were used to deposit funds," Mr Kumar said.

Explaining their modus operandi, he said they used to steal chequebooks ordered by customers before it reached them from banks. When a customer lodged a complaint, the bank cancelled the previous chequebook and issued a new one, Mr Kumar said.

The gang's members used to get the details of the new chequebook from their accomplices before it was delivered to a customer, the SSP said.

After removing the details from the cheques of the cancelled chequebook using a chemical, the gang's members printed the details of the one delivered and received by the customer. They then put a forged signature of the customer on the cheques and withdrew money, the official said.

In the movie, Frank Abagnale, to make a counterfeit, used glue to stick symbols and stencils to get the lettering correct on a paper that had the dimensions similar to that of a genuine cheque.

SSP Kumar said an investigation was launched after a local lodged a complaint that Rs 15 lakh had been withdrawn from his account through a cheque not issued by him.

"The complainant said he did not receive any message from the bank. The man got to know that Rs 15 lakh had been withdrawn when he updated his passbook," the official said.

It was a well organised gang and its members worked in teams, each having a name like in a company or an office, the SSP said.

To swindle people, its members first acquired the know your customer details of a person from banks and then "for getting the SIM cards, they would produce forged documents of the person on whose name a number is allotted and show him or her as dead", Mr Kumar said.

"After that, this number would be purchased in the name of a new person so that any call or message from the bank would be attended by the accused and while posing as the bank account holder, verify fund transfers illegally started by them," he added.

Giving details of the units the gang was divided into, Mr Kumar said a "layering group" was involved in transferring the money received fraudulently into different bank accounts so that it became difficult for law enforcement agencies to trace and recover it.

"Then there was the 'asset creation group'. It was tasked with cleverly investing the ill-gotten money into making assets like purchasing land or property or other asset somewhere," he added.

Nitin Kashyap, Prem Shankar Vishwakarma, Awadhesh Kumar, Shah Alam, Uruj Alam, Bhupendra Kumar, Kalicharan, Alok Kumar, Brijesh Kumar and Chatar Singh have been arrested, police said.

Forty-two mobile-phones, 33 SIM cards, 12 chequebooks of various banks, 20 passbooks, 14 loose cheques have been seized from them, according to police.

The police have also impounded a car and recovered a "Delhi Police cap" which was kept on its dashboard. This gave an impression that they were police personnel and helped them skip security checks, they said.

"They used different phones to keep their identification concealed and evade police surveillance. They also carried walkie-talkies sets to communicate with each other," Mr Kumar said.

He said the gang was active in Delhi, Madhya Pradesh, Haryana, Chhattisgarh and Uttar Pradesh, among other places in the country.

This has been corroborated by the chequebooks and material seized, the SSP said.

Two of the 10 accused arrested are from Muzaffarnagar, where the police had declared a Rs 15,000 reward on their arrest after a similar fraud was committed by them in 2021, he said.

The accused have been sent into judicial custody by a local court, he added.

6 More Die As Assam Flood Situation Remains Critical, Death Count Now 70

The flood situation in Assam remained critical on Saturday with six more persons losing their lives and nearly 24 lakh people affected, an official bulletin said.

The devastating floods claimed the lives of two persons in Charaideo and one each in Goalpara, Morigaon, Sonitpur and Tinsukia districts, according to the bulletin issued by the Assam State Disaster Management Authority (ASDMA).

With this, the toll in this year's flood, landslide and storm increased to 70.

A total of 23,96,648 people have been affected by the floods in 29 districts, while cropland of 68,768.5 hectare was underwater.

Among the worst-hit districts are Dhubri where 7,97,918 people have been affected, Cachar where 1,75,231 people have been hit and Darrang where 1,63,218 people are affected.

A total of 53,429 people have taken shelter in 577 relief camps.

The Brahmaputra was flowing above the danger marks at Nimatighat, Tezpur, Goalpara and Dhubri. Its tributaries Burhi Dihing at Chenimari, Dikhou at Sivasagar, Disang at Nanglamuraghat, Dhansiri at Numaligarh, Jia Bharali at NT Road crossing, and Kopili at Dharamtul and Sankosh in Golakganj were also flowing above the danger levels.

The Barak river was flowing above the danger mark at AP Ghat, BP Ghat and Kushiyara at Karimganj town A total of 15,49,161 animals have been affected by the floods.

The devastating second wave of the flood has claimed the lives of 114 wild animals.

Public infrastructure damaged by the flood includes 126 roads and two bridges, the bulletin said.

Woman Goes Into Labour In Bus, Conductor, Passengers Help In Delivery

A woman gave birth to a baby on a Telangana State Road Transport Corporation (TGSRTC) bus with the help of the bus conductor and fellow women passengers on Friday morning.

The woman was identified as Shweta Ratnam and the bus conductor was identified as R Saroja.

The woman experienced intense labour pains while travelling on a 1Z RTC bus from the Musheerabad Depot. She had boarded the bus at Aramghar, but the situation escalated as the bus reached Bahadurpura.

The Telangana State Road Transport Corporation (TGSRTC) Managing Director, VC Sajjanar said in a post on X that, the bus conductor along with other women passengers, assisted Shweta in delivering the baby. The mother and the newborn were then shifted to a nearby Government Maternity hospital for further medical treatment. The timely intervention ensured the safe birth of the baby girl.

VC Sajjanar appreciated the conductor and the women passengers for their timely help and humanitarian gesture.

Earlier, the same case was witnessed in Kerala where a 37-year-old woman from Malappuram district gave birth to a baby girl on a KSRTC bus in Thrissur.

The incident took place on May 29 when the woman, travelling with her husband from Thrissur to Thottilpalam in Kozhikode, began experiencing severe labour pains as the bus crossed Peramangalam village.

In response to the situation, the bus driver promptly altered the route and headed directly to Amala Hospital in Thrissur, notifying the hospital about the emergency. Upon reaching the hospital, the woman was already in an advanced stage of labour.

Passengers were deboarded to allow doctors and nurses to provide immediate medical attention. Visuals shared on social media show the bus stopped at the hospital, with staff members rushing to assist the mother and her newborn inside the vehicle. The medical team brought essential equipment onto the bus to ensure a safe delivery.

Dr Yasir Sulaiman of Amala Hospital stated, "The initiation of labour pain had already begun. At that point, it was impossible for us to shift her to the emergency department. We had to take out the child and cut the umbilical cord there itself. We ensured that the baby and the mother were safe. Currently, both are doing well. It was a different day and a new thing for us."

"Shall I Touch Your Feet?" Nitish Kumar Raps Officials Over Land Survey

Bihar Chief Minister Nitish Kumar distributed appointment letters to 9,888 candidates selected as the Special Survey Assistant Settlement Officer and other related posts and asked officials in the Revenue and Land Reforms department to complete the land survey before the assembly elections due in 2025.

Addressing the event, the Bihar Chief Minister asserted that the land survey should be done before the state elections.

"I have said that these works (land surveys) must be done before elections. If all these works are done before July 2025, it will be good. I bow to you (Additional Chief Secretary Deepak Kumar Singh) with folded hands. Shall I touch your feet now? I say this to everyone, do it as soon as possible."

He further said that 60% of crimes in Bihar occur mainly because of land-related disputes.

"Now, with the appointment of 9,888 more officials, the department must complete the special survey and settlement of lands across the state by July 2025," he added.

Nitish Kumar rejoined the NDA in January this year, after having developed "differences" with the Mahagathbandhan. This was his fifth crossover in the past 10 years, preceding his ninth time as the Chief Minister.

This led to the collapse of the Mahagathbandhan government, after which the NDA government was formed in the state.

Members Can't Raising Slogans During Oath: Lok Sabha Speaker Amends Rule

With some Lok Sabha members resorting to sloganeering during the oath, Speaker Om Birla amended the rule, barring MPs-elect from adding any remark to the oath as members of the House.

Mr Birla added a fresh clause to 'Direction 1' of the 'Directions by the Speaker' for regulating certain matters related to the functioning of the House that are not specifically provided in the rules.

According to the amendment to 'Direction 1', the new clause 3 now states that a member shall make and subscribe oath or affirmation, and "shall not use any word or expression or make any remark as a prefix or suffix to the form of oath or affirmation".

The amendment came against the backdrop of several members raising slogans like "Jai Samvidhan" and "Jai Hindu Rashtra" while taking oath last week. One member had also raised the slogan 'Jai Palestine', which too was objected to by several members. The Speaker had urged the members to stick to the prescribed format but in vain.

Parliamentary Affairs Minister Kiren Rijiju alleged several members used the solemn occasion of taking oath or making affirmation to send a political message.

The slogans also led to a war of words between the treasury and the opposition benches on June 24 and 25.

Trinamool Notice To Bengal MLA For Supporting Public Flogging Of Couple

The ruling Trinamool Congress in West Bengal on Tuesday issued a show cause notice to its Chopra MLA Hamidul Rahman for making statements supporting the public flogging of a couple that rocked the state.

The incident that happened last week in Uttar Dinajpur district was caught on camera, and the video that showed a man flogging the couple in public sent shockwaves.

"The party has show-caused Rahman for his remarks and has sought an explanation from him. The party in no way supports the incident or the remarks made by him," a senior TMC leader said.

The man seen in the video thrashing the couple with a stick was identified as Tajmul alias 'JCB', purportedly a TMC leader of Chopra and a close associate of Rahman.

Reacting to the incident, Rahman on Monday said, "The couple was allegedly engaged in an illicit relationship, which is why they were flogged. They were socially polluting society through their activities."
 
"The woman was at fault for getting involved in an illicit relationship despite having a son and husband. Is this not a crime? Is this not an immoral act?" he added.

Will Be Proud If We Get Ability To Take PM To Space: ISRO Chief

It will be a "very proud" moment for the entire nation if we can fly Prime Minister Narendra Modi to space, Dr S Somanath, Chairman of the Indian Space Research Organisation, has said.

However, he quickly added that he would wait for the much anticipated Gaganyaan Mission to be "ready, to be proven, to be qualified enough to do that."

In an exclusive interview with NDTV, Dr Somanath noted that ISRO was at a "critical juncture" with Gaganyaan this year and had three important missions scheduled.

A few months ago, Prashanth Nair, Angad Prathap, Ajit Krishnan, and Shubhanshu Shukla were chosen as the four test pilots of the Indian Air Force for the Gaganyaan mission. The human space flight mission will launch a crew of up to three members into a Low Earth Orbit.

Dr Somanath said he was "limited by the availability of the trained astronaut whom I can put in front of the possible candidates for this mission." 

"Any other candidate, including VIPs, for such missions cannot be considered at this moment because it is a highly skilled and trained operation which requires many years and months of preparation, and I believe that will be the guiding spirit in this case," he stated.

Asked whether he would be happy to accommodate Prime Minister Modi if he decided to go, Dr Somanath said, "Of course, I'll be very happy to do that, but then that's not the point here. He has much more responsible jobs to do I believe. But this is one of the capabilities that we would like to develop, that's human spaceflight capability, which we are in the process of gaining."

So, does he prefer that the Indian Prime Minister fly on when the Gaganyaan is ready to take him on an Indian vehicle to space?

The ISRO chief replied, "You said it right. See whenever such a thing has to happen, the Head of the State has to fly to the International Space Station or a space station of that station, it must be on our vehicle and from our land. I think I should say that only. So, I would wait for the Gaganyaan to be ready, to be proven, to be qualified enough to do that."

He added, "All of us will be very proud. Not only me, the entire nation will be proud if we have that ability to confidently send such a state man to space."

While talking about a launch date, Dr Somanath said that the first test flight of the Gaganyaan is scheduled for the end of next year "if all goes well." 

"But everything depends on the progress we are going to make," he added.
