Uttarakhand's Chamoli Official Submits Settlement Plan For Joshimath

Chamoli District Magistrate Himanshu Khurana on Monday suggested three options for the settlement of the displaced people in land subsidence-hit Joshimath, officials said.

Mr Khurana who heads a committee working on a settlement plan for Joshimath submitted his recommendations to a high-powered panel chaired by Additional Chief Secretary Anand Vardhan here.

The first option offers a one-time settlement by providing financial assistance to the affected land/building owners, Disaster Management Secretary Ranjit Kumar Sinha said at a press conference here.

They will be paid compensation as a one-time settlement for their damaged land or buildings as per the prescribed norms, he said.

However, before they are paid fully, the land/building of the affected person will have to be registered in favour of the state government, he said.

Under the second option, land up to a maximum area of 100 square metres will be provided to the affected land/building owners for house construction and compensation for the affected building. In case of more than 100 square metres of land, the affected landowners will be paid for the rest of the land according to the norms.

Before making the full payment to the affected land/building owners and before allotting land up to an area of 100 square metres for house construction, the registry of the land/building of the affected person will have to be done in favour of the state government, the officials said.

Under the third option, a building will be constructed on a land up to the maximum area of 75 square metres at the identified place for the rehabilitation of the affected.

If the valuation of the affected residential building/land is more than the land/accommodation being provided, then the remaining amount will be paid to the displaced.

In this option too, the registry of the disaster affected land/building will have to be done in favour of the state government. The three options proposed by the Chamoli DM have been found to be suitable and will now be presented before the state cabinet for its consideration and approval, the disaster management secretary said.

The DM has proposed to give funds for retrofitting of houses/buildings which have small cracks and are located on "safe" land.

The number of affected families which need to be permanently relocated will be decided after various technical institutions submit their survey reports to the government, Mr Sinha said.

A decision will also be taken regarding the work related to mitigation of disaster/stabilization of the area, toe erosion, drainage plan when the final report of the technical institutes conducting their studies are received.

Instructions were also given by the high powered committee that along with affected families/individuals of Joshimath area, action should be taken to waive electricity/water bills for six months for affected commercial establishments.

Mr Sinha said students of three schools hit by subsidence in Joshimath have been transferred to other schools and will be provided free transportation by the administration.

The water discharge from an unknown source in JP colony area has lowered further to 67 litres per minute (LPM) and the number of houses that developed cracks still stands at 863, he said.

Amit Shah's Remarks On Mhadei Water For Karnataka Stirs Opposition In Goa

Opposition parties in Goa have closed ranks to demand Chief Minister Pramod Sawant's resignation for "not taking a stand" over the Mhadei issue, days after Union Home Minister Amit Shah's remarks that the BJP has resolved the dispute and given the river water to Karnataka caused a flutter in the coastal state.

As the Congress, AAP, TMC, and Goa Forward Party, sought to corner Chief Minister Pramod Sawant, who belongs to BJP, the latter on Monday said there will be no compromise on the Mhadei issue and that his government was working to protect the river water from being diverted.

Goa and neighbouring Karnataka have been engaged in a tussle over sharing of the river water for several years. Goa has often accused Karnataka of proceeding unilaterally in the matter by ignoring pacts.

Speaking to reporters, Sawant said Goa has a strong legal standing in the Supreme Court on the issue.

"There will be no compromise on it and the government has been working to protect Mhadei river water from being diverted," he said.

While Sawant's reaction was guarded on the sensitive issue, his cabinet colleague Nilesh Cabral condemned Shah's remarks and said if the (Bharatiya Janata Party's) central leadership does not support Goa on the Mhadei issue, then the state can take legal recourse to stop the diversion.

Addressing the Bharatiya Janata Party's rally at Belagavi in poll-bound Karnataka on Saturday, Shah said, "I want to tell you (people) that the BJP, by resolving the long-standing dispute between both states, has given Mhadei water to Karnataka and, thereby, ensured farmers in several districts here are benefited".

Latching on to the remarks, the Trinamool Congress on Monday questioned Sawant's "silence" and sought clarification from the BJP and the state government over Shah's remarks.

TMC Goa's joint convenor Samil Volvaikar said Sawant has not taken a stand on the issue, especially after Shah's statement "which has mentioned that the Mhadei water would be diverted and the Goa government has given nod to it".

"The BJP government at the Centre and Goa have sold off the mother Mhadei, our lifeline, to win the upcoming Karnataka elections," Volvaikar alleged and wondered why Prime Minister Narendra Modi didn't refer the crucial Mhadei issue in his 'Mann ki Baat' address a day before.

Cabral said as the Goa chief minister has not given any consent to divert the Mhadei river water, he didn't know what Shah is talking about.

He said a delegation from Goa will ask about this statement when they next meet Shah.

When queried on whether he condemned what Shah said, Cabral asserted, "Of course, I condemn the statement. We are not against usage of the water within the basin but we will never allow the water to be diverted outside." The award given by the Inter-State Water Dispute Tribunal on Mhadei was for "drinking water", said Cabral, who is the Public Works Department minister in the Sawant cabinet.

"I don't know from where this statement (of Shah) comes which speaks about water to be diverted for irrigation purposes," he added.

Meanwhile, a senior official on Monday said a preliminary meeting of the Goa Assembly's House Committee on the Mhadei issue will be held on February 8.

The panel, headed by State Water Resources Department Minister Subhash Shirodkar, was formed during the recently-held Assembly session to discuss the Mhadei issue.

Woman Gets Child's Custody After Ex-Husband Fails To Appear In High Court

The High Court of Karnataka has allowed a 34-year-old woman to take her child to Australia and settle down there without her former husband's consent.

Justice M Nagaprasanna allowed the plea of the mother under the Guardians and Wards Act, 1890 after the biological father failed to attend the court proceedings. Rakshitha sought legal sanction to obtain permanent residence for her child in Australia.

The petitioner, who is residing in Australia, moved the High Court against her first husband CC Shashikumar, a farmer from Kunigal.

The couple was married in 2006 and after the birth of the daughter their relationship turned sour, leading to divorce. Both, had filed a compromise divorce petition with certain conditions.

One of the conditions of the petition was that the former husband would have visitation rights to the only child.

The woman filed an application before the Family Court in 2022 for relaxation of this clause as her former husband had not even once visited the child in the last 8 years.

As the father of the child did not respond to the court's summons, the court cancelled the visitation rights.

The mother and child were living in Australia on Tourist visa, which is set to expire. Hence, she sought to secure a permanent visa to settle down permanently in Australia.

As per the terms of Migration Rules of the Australian Government, the woman was required to produce a legal custody document of the child and written permission of the local court to take the minor child out of the jurisdiction of India.

Subsequently, the woman had filed a plea in the Family Court seeking permission to take the child to Australia, under Section 26 of the Act.

However, the court rejected the application saying a fresh petition has to be filed seeking custody of the child "as the Court becomes functus officio once the proceedings are closed." The woman then approached the high court, which delivered the judgement on January 19, 2023.

Allowing the plea, the bench said it was appropriate to grant the permission "to take the child beyond the shores of this nation as was prayed for in the application only to avoid multiplicity of litigation which eventually will result in an order of this kind as the husband has not been contesting the matter in any of the proceedings and the child in terms of the compromise is already in the custody of the mother/wife/petitioner."

Photocopied Pages From Hindu Epic Ramcharitmanas Burnt In Protest In UP

A group called Akhil Bharatiya OBC Mahasabha on Sunday in Vrindavan burned photocopies of pages allegedly carrying "objectionable comments on women and Dalits" in Ramcharitmanas, supporting SP leader Swami Prasad Maurya.

The protest was held in Vrindavan Yojana sector apparently in solidarity with Maurya, who had on January 22 in a statement said the Hindu epic contained passages discriminatory of women and shudras.

"As reported in a section of media that we had burnt copies of Ramcharitmanas, it is incorrect to say that. We took out the photocopies of the objectionable comments from the Ramcharitmanas, which were against the 'shudras' and women, and burned the photocopied page in a symbolic protest," Devendra Pratap Yadav, a state office bearer of the Akhil Bharatiya OBC Mahasabha, told PTI.

"Swami Prasad Maurya has already demanded that the objectionable comments mentioned in the Ramcharitmanas should be removed or banned. The government did not take any step in this regard. We have extended support to Swami Prasad Maurya on this, and the Akhil Bharatiya OBC Mahasabha stands with Swami Prasad Maurya," he said.

Ramcharitmanas, an epic poem in Awadhi language, is based on the Ramayana and has been composed by 16th-century Bhakti movement poet Tulsidas.

"We stand united with him as far as his statement and the move is concerned," Yadav said, and added that the group will continue to stage such protests in future.

Maurya, a prominent OBC leader in Uttar Pradesh, had kicked up a controversy by alleging that certain verses of the Ramcharitmanas "insult" a large section of society on the basis of caste and demanded that these be "banned." Maurya, who was a cabinet minister in the BJP government, had resigned and joined the Samajwadi Party before the 2022 Uttar Pradesh assembly polls.

He had contested from the Fazilnagar assembly seat in Kushinagar district but lost. He was later sent to the legislative council by SP president Akhilesh Yadav.

Uma Bharti To "Stay In Temple" Over Madhya Pradesh's New Liquor Policy

BJP leader Uma Bharti has once again hit the headlines for her move against liquor sale in Madhya Pradesh.

Ms Bharti on Saturday said, "New liquor policy will be introduced on January 31 in the state, till then I will remain in the shelter of God."

Ahead of the introduction of the new liquor policy, Ms Bharti will stay at Panchmukhi Hanuman and Durga temple located in Ayodhya Nagar locality in the state capital Bhopal for the next three days demanding the policy be made more stringent.

Notably, a liquor shop is situated in front of the above-mentioned temple in the city. Ms Bharti said, "The one to be destroyed is in front (liquor shop), the one from whom to gain power is behind (temple). I have come here because I had a lot of trouble. There is a temple of Goddess Durga and Lord Hanuman but in front of it just 50 metres away there is a liquor shop and bar."

"On the occasion of Gandhi Jayanti when it was time of Navratri on October 2, 2022, a group of a few women had taken out a march against liquor sale. During this, the state government had made the announcement that they would consult on liquor policy and also said about revenue that would not consider it as a huge basis for recovery. The government also said that they had understood the problem of women and also would try to find a way for taverns," she said.

"I have full faith in CM Chouhan, but there is fear that those whom the government consulted may not have created any trouble. Now, I will hear on January 31, what decision has the government taken in the New Liquor Policy," She added.

"I believe that if the controlled liquor distribution system is implemented at my behest, then as many women will cast a vote that the record of 2003 will be repeated in Madhya Pradesh. Because everything gets washed away in alcohol as even Ladli Laxmiya is not safe to walk on the road and even residential people do not live happily. All the plans get destroyed and washed away in the flow of liquor. Therefore a healthy society has to be built and Madhya Pradesh will become the model state in the controlled liquor distribution system," Ms Bharti added.

Uncontrolled Construction Caused Joshimath's Land Subsidence, Say Experts

Unplanned and uncontrolled construction in the name of development in Uttarakhand has brought Joshimath on the brink of sinking, experts said on Saturday and demanded that Himalayas be declared an eco-sensitive zone.

In a resolution passed at the roundtable organised by the Swadeshi Jagran Manch (SJM), experts termed as "inadequate" the steps taken to deal with the prevailing situation in subsidence-hit Joshimath.

They also asked the government to consider taking long-term measures to address the problem, saying a similar situation may arise in Nainital, Mussoorie and other areas of Garhwal as well if the "so-called development driven by human greed" is not checked in the hill state.

"Declare Himalayas as an eco-sensitive zone. Regulate big projects causing devastation," the resolution said. While the width of the road under the Char Dham road widening project must be regulated to intermediate standard to minimize the damage to the terrain, Char Dham railways project should be reassessed and re-looked at, it added.

"Chardham railways is an over ambitious project that will cause much devastation and will further overburden the tourist centric state of Uttarakhand. This project should be reassessed and re-looked at," the resolution said.

A detailed carrying capacity assessment of Uttarakhand should be done to ensure that the number of tourists visiting these places is accounted for and also to ensure that tourist flow doesn't cause environmental overburdening, it added.

The roundtable, organised to deliberate on the topic 'Imminent Himalayan Crisis', was attended by former chairperson of a Supreme Court-appointed committee on the Centre's Char Dham project Ravi Chopra, its former member Hemant Dhyani and others, SJM co-convenor Awshwani Mahajan told PTI.

"Sri Adi Shankaracharya founded the city in the eighth century, where the holy Jyotirlinga is located, which is known as Joshimath (Jyotir Math). Today, this math is at the brink of collapse. The news of the sinking of Joshimath has shaken the whole country," Mr Mahajan said.

"Even though some steps have been taken in view of the current crisis, experts believe that the sinking of this first Jyotir Math established by Adi Shankaracharya cannot be stopped," he added.

Terming the steps taken by the government to deal with the prevailing situation as "inadequate", the resolution noted that while on one hand a large number of people are going to be displaced due to the sinking of Joshimath, on the other, the solution is being sought only by way of rehabilitation of affected residents. "Currently the work on mega projects in this area - the National Thermal Power Corporation (NTPC) hydropower project, Helang bypass road construction which is part of Chardham road widening project and ropeways project, has been stopped by the district administration succumbing to the local protests," it noted.

It can be seen that areas such as Bhagirathi ESZ, where large scale mega projects have not been implemented and the local ecology has not been tampered with, land subsidence, landslide incidents and devastating disaster events are minimum to none, it underlined.

"This is proof enough that the indiscriminate, unplanned robust construction everywhere else in Uttarakhand has directly or indirectly impacted and aggravated the disaster like situation," it added.

It is worth mentioning that the way the mountain was cut at the foothills of Joshimath for the construction of Chardham Marg and how without a proper hydrogeological study, the NTPC dug a tunnel in the middle of the mountain, this fragile mountain was destroyed," the resolution noted.

"It is also noticed that due to robust and unplanned construction of high-rise hotels and buildings, there is inadequate arrangement for sanitation, which makes Joshimath more unstable and burdened," it said.

"Due to all this, today the entire area of Joshimath is sinking and there is no way we can save the same," it added.

In the name of development, the resolution noted, construction work and tampering with nature is going on continuously all over Uttarakhand. Due to the massive deforestation, there is hardly any greenery left on the mountains; and due to this, landslides have become a common feature in these youngest fold mountains, it claimed.

"Disastrous construction in the name of development without assessing the expected impact is becoming the cause of today's and earlier tragedies. This crisis can be avoided only by curbing this indiscriminate construction," the resolution said.

"In view of this type of rapid destruction in the past, it has become necessary to consider that the so-called development driven by human greed cannot be allowed to continue. It is necessary that long-term measures are taken to deal with this problem," it demanded.

"They Won't Say Christian Nationalist...": S Jaishankar Jabs Foreign Media

External Affairs Minister S Jaishankar on Saturday reprimanded foreign newspapers for reserving adjectives like "Hindu nationalist" for the Indian government.

"If you read foreign newspapers, they use words like Hindu nationalist government. In America or Europe, they won't say Christian nationalist... these adjectives are reserved for us. They don't understand that this country is ready to do more with the world and not less with the world," said Jaishankar.

Jaishankar was in Pune for the release of his English book "The India Way: Strategies for an Uncertain World," which has been translated into Marathi as 'Bharat Marg'.

The Marathi version of Jaishankar's book was released by Deputy Chief Minister of Maharashtra, Devendra Fadnavis.

Jaishankar said he is proud of it and doesn't think there is anything to be apologetic.

"If you look at the last 9 years, there is no doubt that government and politics of the day are more nationalistic...I don't think there is anything to be apologetic about it. The same nationalist people have helped countries abroad and moved forward in disaster situations in other countries," he said.

Notably, there is a row over the controversial BBC documentary on Prime Minister Narendra Modi, 'The Modi Question.'

India on Thursday denounced the controversial BBC documentary series on Prime Minister Narendra Modi and described it as a "propaganda piece" designed to push a discredited narrative.

Addressing a weekly media briefing, External Affairs Ministry Spokesperson, Arindam Bagchi said this documentary show, based on some internal UK reports, shows the colonial mindset.

"We think this is a propaganda piece designed to push a particular discredited narrative. The bias and the lack of objectivity and frankly continuing colonial mindset are belatedly visible," Bagchi said in response to the question on the PM documentary series.

UK's National broadcaster BBC aired a two-part series on PM Narendra Modi's tenure as Gujarat's Chief Minister. The documentary sparked outrage and was removed from select platforms.

"So if you read next time in a foreign newspaper because they always, foreign newspapers, they like using words like Hindu nationalist comment, okay?" Jaishankar said.

"So next time you read it, ask yourself, how wrongly are they reading me that they actually do not understand that this country is getting ready to do more with the world, not less with the world," he advised.

The EAM said that everyone in the country is connected with Prime Minister Narendra Modi during India's G20 Presidency.

"We want to show the world this G20 will have 200 meetings. Through these 200 meetings, we want to show the world, please, world, come to see India. See the changes in India, see how much enthusiasm and positive sentiment there is for the world in India," said Jaishankar.

He also took a dig at Congress leader, Rahul Gandhi while referring to China.

"Why doesn't opposition talk about areas occupied by China in 1962....They never talk about that?" adding, "I won't go to the Chinese ambassador to get inputs, but my military leadership."

Ex-Lakshadweep MP Welcomes Kerala Court Order, Terms Case As "Conspiracy"

Former Lakshadweep MP and Nationalist Congress leader (NCP) leader PP Mohammed Faizal on Friday welcomed the recent Kerala High High Court order suspending his conviction and sentencing of him and three others in a case of attempt to murder case.

"This was very much anticipated. I had full faith in the Kerala High Court. I was expecting a favourable order from the Court," Mr Faizal said after the verdict.

Mr Faizal alleged that this case was nothing but a political issue.

"It was a conspiracy. I was sent to jail on the part of the administration and Central Government," he alleged.

"Following my conviction, I was disqualified on January 13. By-elections were declared on January 14 in Lakshadweep. This was unprecedented. Never happened in Indian history," he said.

"Someone is interested in ousting me. Someone wanted to have an election conducted as soon as earlier so that he will not face any hindrance for his projects which is not suitable for the island," Mr Faizal alleged.

The Election Commission of India on Friday apprised the Supreme Court that the poll panel would take cognisance of the Kerala High Court order suspending the sentence of Mohammed Faizal and said that there would be no by-election in Lakshadweep.

After hearing the submission made by EC, a bench of justices KM Joseph and BV Nagarathna disposed of the petition filed by Mohammed Faizal challenging the ECI's press release announcing by-elections for the Lakshadweep constituency.

Meanwhile, the Election Commission apprised the court that it would abide by the order passed by the court. But the EC raised an objection to the petition and allegations levelled by Mohammed Faizal.

The Supreme Court was hearing a plea filed by Mohammed Faizal, challenging the ECI's press release announcing bye-elections for the constituency, after he was disqualified as a Member of Parliament from Lakshadweep, following his conviction in an attempt to murder case.

Recently Kerala High Court suspended the conviction and sentence of former Lakshadweep MP and Nationalist Congress leader (NCP) leader PP Mohammed Faizal and three others in a case of an attempt to murder.

Kerala HC passed the order on a plea of Mr Faizal and others challenging the trial court's order at Lakshadweep in an attempt to murder case. Faizal filed the application seeking to suspend the 10-year imprisonment.

Earlier, the Kavaratti Sessions Court had convicted four persons, including Faizal for committing offences punishable under Indian Penal Code (IPC) sections 143, 147, 148, 307, 324, 342, 448, 427, 506 read with 149 relating to offences relating to rioting, attempt to murder, violence, kidnapping.

They were all sentenced to undergo 10 years of rigorous imprisonment and were also directed to pay a fine of Rs 1 lakh each for attempting to murder Padanath Salih, the son-in-law of former Union Minister PM Sayeed in relation to a political controversy during the 2009 Lok Sabha elections.

"Freedom Of Speech On Social Media Doesn't...": Allahabad High Court

The Allahabad High Court has said that freedom of expression on social media, does not allow citizens to make irresponsible statements, nor does it grant a license to use objectionable language.

The Court said that nowadays, social media has become a global platform for the exchange of ideas and opinions. "Today, the Internet and social media have become important tools of life through which individuals express themselves, through which people can exercise their right to freedom. But it is a right with special accountability," it said.

The order has been given by Justice Shekhar Kumar Yadav, who rejected the petition of Jhansi resident Nandini Sachan.

Nandini is accused of propagating obscene content on social media. In connection to the case, an FIR is also registered against her at the Nawada police station under section 67 of the Information Technology (IT) Act.

However, the accused has said that she has been falsely implicated. She alleged that the FIR has been registered as a counterblast, as she rejected a man's marriage proposal.

The court said that although social media has expanded the scope of freedom of expression, but this does not give the right to use freedom of speech without responsibility. The court said that a cognizable offense is being made in the case through the FIR.

This Padma Shri Awardee Is Wood Art Trainer, 'Counsellor' For Jail Inmates

Ajay Kumar Mandavi, one of the three persons chosen from Chhattisgarh for the Padma Shri awards this year, has for more than a decade been teaching Kanker jail inmates, several of them arrested in cases related to the outlawed Maoist movement, wooden calligraphy art.

Speaking about the honour, the 55-year-old on Friday said he becomes more of a counsellor than a wood art trainer when he enters the jail premises as many inmates recount their pain and problems to him even without being prodded about their past.

Mr Mandavi, who hails from Kanker district, said making toys out of wood and clay was a childhood interest, which turned him into an artist later in life, resulting in him training youth, several of them victims of Naxalite violence, from 2005.

He was asked by the then collector of Kanker to teach wood art to jail inmates in 2010, when the Maoist menace was at its peak in the district.

He began his classes with a dozen inmates, all of them held for alleged Maoist links, a journey that has been instrumental in motivating many of them to understand the futility of violence and the need to live fulfilling, peaceful lives.

"I never asked them (jail inmates) about their past. However, they often share their pain and problems with me and I listen to them patiently. Gradually my role became that of a counsellor than just an art trainer. I too started enjoying counselling them," Mr Mandavi said.

"One of the inmates, who was subjected to rigorous interrogation post arrest in a Naxalite-related case, once said he wanted to observe the nine-day Navratri fast but wanted me to suggest some wish he could seek from the goddess," he said.

On being told he should forgive all the security personnel involved in his custodial interrogation, the inmate readily agreed, resulting in him admitting to being relaxed and stress free at the end of the nine-day fast, Mr Mandavi claimed.

"He told me he has forgiven all those who interrogated him. So far, I have taught around 400 inmates of Kanker jail, of which 250 were arrested for Naxalite-related incidents. Nearly all of them have walked out of jail after completing prison terms, while some have been released on bail," Mr Mandavi, fondly called 'Guruji' by his students, said.

Mr Mandavi said these students have not only continued practising wooden calligraphy art after being released from jail, but they also claim to be more attentive while engaged in various works, including farming.

"What can be a bigger achievement than this for me if a person who once wielded rifles returns to the mainstream and leads a peaceful life," Mr Mandavi, who founded self help group 'Shanta Art' in 2015 in remote Bhaisasur village in Kanker, said.

Sanjeet Kumar Yadav, who was lodged in Kanker Jail in 2020 and learnt wooden calligraphy from Mr Mandavi, said his meeting with the latter gave a him a new purpose in life.

"After meeting guruji in jail, I found a new purpose in life. I never imagined I would learn an art," Yadav, hailing from the district's Charama area, said.

"I was in jail for six to seven months. After I was acquitted, I requested guruji to let met stay with him as I wanted to take up woodcraft as a profession," said Yadav, who has been living in Mr Mandavi's house for the past two years.

The 'Shanta Art' group, which includes several former Naxalites, makes nameplates, key rings, pen case and other items for sale from wood, with Mr Mandavi often sending his students to fairs across the country to earn revenue from their craft.

Apart from Mr Mandavi, eminent Pandvani singer Usha Barle and Nacha artiste Domar Singh Kunvar have been selected for the Padma Shri awards from the state.

Ms Barle hails from Durg district and learnt Pandwani, a traditional performing art form, from Padma Vibhushan awardee Teejan Bai, a legendary exponent of the traditional performing art form. Ms Barle has performed in London and New York.

Mr Kunvar, who belongs to Balod district, has been widely recognised for his fight against the social ill of child marriage.

India To Get More Than 100 Cheetahs From South Africa

South Africa said Thursday that it had reached a deal to transfer more than 100 cheetahs to India as part of an ambitious project to reintroduce the spotted cats in the south Asian country.

The environment ministry said an initial batch of 12 cheetahs would be flown to India next month, after eight cheetahs arrived from Namibia last September.

"The plan is to translocate a further 12 annually for the next eight to 10 years" to help establish a "viable and secure cheetah population," the ministry said in a statement.

India was once home to the Asiatic cheetah but the animal was declared extinct there by 1952, primarily because of habitat loss and deaths at the hands of hunters seeking their distinctive spotted hides.

Efforts to reintroduce the animals gathered pace in 2020 when India's Supreme Court ruled that African cheetahs, a different subspecies, could be brought into the country at a "carefully chosen location" on an experimental basis.

Negotiations for the deal with South Africa were long in the making, with the first cheetahs initially expected to be flown to India last August. They have been living in quarantine in the meantime.

"The cheetahs in quarantine... are all still doing well," said Adrian Tordiffe, a veterinary wildlife specialist at the University of Pretoria who is involved in the project.

Officials said the previous transfer from Namibia marked the first intercontinental relocation of cheetahs, the planet's fastest land animal.

The Namibian specimens were released at Kuno National Park, a wildlife sanctuary 320 kilometres (200 miles) south of New Delhi, selected for its abundant prey and grasslands.

Production Of Cervical Cancer Vaccine To Increase In 2024: Adar Poonawalla

A day after the first indigenously developed Human Papillomavirus vaccine against cervical cancer was launched, Serum Institute of India CEO Adar Poonawalla on Wednesday said the vaccine will be available in small quantity this year and its production will be boosted next year to take care of the needs of the nation.

Speaking on the sidelines of an event after presenting the vaccine to Union Health Minister Mansukh Mandaviya, Mr Poonawalla said the vaccine 'CERVAVAC' will be made available through the government programme this year.

The vaccine for 9-14-year-old was launched on Tuesday in the presence of Union Home Minister Amit Shah, Mr Poonawalla, and Director of Government and Regulatory Affairs at Serum Institute of India, Prakash K Singh. It will be available at a much lower price than the internationally branded vaccines available in the market, Singh had said earlier.

The vaccine will be included in the National Immunisation Programme by mid-2023, government officials had said.

The vaccine has received the DCGI's approval and cleared by the government advisory panel NTAGI for use in the public health programme.

It is noteworthy that the country at present is fully dependent on foreign manufacturers for the HPV vaccine. Three foreign companies manufacture the vaccine, out of which two firms sell their vaccines in India. Each dose of the jab available in the market costs over Rs 4,000, sources said.

Serum Institute's vaccine is likely to be available at a much lower rate.

In September 2022, Poonawalla had said that the HPV vaccine would be available in India at an affordable price of Rs 200-400 per dose.

India is home to about 16 per cent of the world's women and accounts for about a quarter of all cervical cancer incidences and nearly a third of global cervical cancer deaths. Indian women face a 1.6 per cent lifetime cumulative risk of developing cervical cancer and 1.0 per cent cumulative death risk from cervical cancer.

According to some recent estimates, every year, almost 80,000 women develop cervical cancer and 35,000 die due to this disease in India.

Rahul Gandhi Greets Jammu Soldiers Watching Bharat Jodo Yatra Pass By

Congress leader Rahul Gandhi on Tuesday shook hands with some Army personnel watching his 'Bharat Jodo Yatra' from behind the boundary wall of their camp as the march passed through the garrison town of Nagrota here.

Mr Gandhi's gesture to reach out to the soldiers despite the walls secured with barbed wire came a day after his senior party colleague Digvijaya Singh sought proof from the BJP government on the surgical strikes on terror camps across the border.

The former Congress president, who resumed his 'Bharat Jodo Yatra' from Nagrota towards Kashmir, paused outside an Army camp after spotting some personnel watching from behind the wall.

He approached them and shook their hands before marching forward, waving at the crowd gathered on either side of the road and at those trying to catch a glimpse from their homes and shops.

Some of the Army personnel were seen filming the foot march on their mobile phones.

Snubbing Digvijaya Singh, a former Madhya Pradesh chief minister, for questioning the surgical strikes, Mr Gandhi termed his comments "ridiculous", and said the armed forces are doing their job "exceptionally well" and do not need to give any proof.

Mr Gandhi, who faced a volley of questions from the media on Mr Singh's remarks on the surgical strikes and the Pulwama terror attack, said he and his party completely disagreed with the statement.

Mr Singh had on Monday questioned the veracity of the surgical strikes and accused the government of peddling lies.

Addressing a public meeting during the yatra in Jammu and Kashmir, Mr Singh alleged that the government did not agree to the CRPF's request of flying its personnel from Srinagar to Delhi and 40 soldiers sacrificed their lives in Pulwama in 2019 to a terror attack.

"They talk of surgical strikes. They claim to have killed so many people but no proof is given. They are ruling by peddling a bundle of lies," he had alleged.

5 Dead After Consuming Toxic Liquor In Bihar's Siwan

The toll in the suspected hooch tragedy in dry Bihar's Siwan district rose to five after two more deaths were reported on Monday, a senior police officer said

Seven people, who had also taken ill after allegedly consuming the spurious liquor, are currently undergoing treatment at a government hospital, he said.

A probe has been initiated into the matter, and as many as 16 people, including two who had "50 litres spirit in possession", have been arrested thus far in connection with the incident at Bhopatpur sub-division, the officer said.

According to a statement issued by the Bihar Police, "Twelve people were admitted to a district hospital in Siwan around 7 pm on Sunday after they complained of stomach pain, nausea and dizziness. One person was declared dead on arrival by the doctors, and two died when they were taken to Patna Medical College and Hospital (PMCH) from the Siwan facility.

"Two more died on Monday on their way to the Patna hospital," it said.

The statement also said that seven people are undergoing treatment at the district hospital, with no major threat looming on them.

Talking to reporters, Additional Director General of Police (headquarters) J S Gangwar said, "Sixteen people, including prime accused Sandeep Chouhan and his brother Deepak, have been arrested in connection with the case; their custodial interrogation is on.

"The duo had brought spirit from Kolkata via Muzaffarpur, claiming that it would be used to make sanitiser. The consignment reached Muzaffarpur on January 18, and the Chouhan brothers then gave the spirit to five people in Siwan." A team of officers has left for Kolkata to nab the supplier, he said.

"Searches to arrest others involved in the illegal liquor trade is currently underway," said the ADG.

A district administration official said that the exact cause of death would be ascertained after the post-mortem report of the deceased arrives.

Sale and consumption of liquor is banned in Bihar.

In December last year, spurious liquor claimed the lives over 50 people in Saran district. The incident had triggered a political slugfest, with opposition leaders mounting a strong attack on Bihar Chief Minister Nitish Kumar over the hooch-related deaths.

Chief Minister Nitish Kumar had also come under criticism for refusing compensation to the families of the deceased.

Delhi BJP President "Misused Mayor's Post", Son Made Illegal Earnings: AAP

AAP leader Saurabh Bhardwaj on Sunday alleged that Delhi BJP president and former north Delhi mayor Adesh Gupta's son and BJP leader Shyam Jaju's son made illegal earnings through a company named Majboot Solutions Private Limited.

AAP Leader Saurabh Bhardwaj said that in 2022, a lawyer named Hemant Chaudhary had complained about Adesh Gupta to the Lokpal. When Adesh Gupta was the mayor of MCD from April 2018 to 2019, he formed a company named "Majboot" Solutions. Adesh Gupta and Shyam Jaju's sons were equal partners and directors in this company.

He alleged that while misusing the post of Mayor, Adesh Gupta bought and sold a lot of property and earned more property than his source of income.

Lokayukta Harish Chandra Mishra ordered an inquiry, and issued notices to Adesh Gupta several times to explain his sources of income but did not respond. He was given notices on November 3, 2022 and on January 19, 2023. However, he did not answer what the source of income of the order is, alleged Saurabh Bhardwaj.

Delhi Bharatiya Janata Party (BJP) President Adesh Gupta resigned on 11th December 2022 after the defeat of the BJP in the Municipal Corporation of Delhi (MCD) elections.

The Aam Aadmi Party won the Delhi Municipal Corporation elections and the BJP had to face defeat under the leadership of Adesh Gupta.

The AAP won the MCD polls with 134 of the total 250 wards in the national capital's civic body polls, uprooting the 15-year rule by the BJP.

AAP won 134 wards, while BJP came second with 104 wards. Congress only managed to get 9 wards while three wards were bagged by Independents.

The polls for 250 wards in the national capital were held on December 4, 2022.

Minister's Meeting With Protesting Wrestlers Ends Without Conclusion

Top Indian wrestlers' meeting with Union Sports Minister Anurag Thakur remained inconclusive on Thursday night as they refused to back down from their demand that the government immediately disband the Wrestling Federation of India.

The marathon meeting began around 10 pm on Thursday, the second day of the wrestlers' protest against WFI president Brij Bhushan Sharan Singh.

The wrestlers left Thakur's house at 1:45 am and did not speak to the reporters waiting outside.

Olympic medallists Bajrang Punia, Ravi Dahiya, Sakshi Malik and world championship medallist Vinesh Phogat were part of the meeting.

Mr Thakur flew to Delhi from Himachal Pradesh after an earlier meeting between government officials and the protesting wrestlers remained inconclusive.

The wrestlers will meet the Sports minister again on Friday, according to government officials.

The ministry cannot force Brij Bhushan Sharan Singh to resign unless it receives a written reply from the WFI since the government itself has asked the wrestling body for an explanation.

The WFI is yet to respond to the Sports Ministry, which on Wednesday gave the wrestling body 72 hours to respond to allegations of sexual harassment of several woman athletes and intimidation by its president.

According to sources, the government wants the wrestlers to end their protest but the athletes are adamant that the WFI should be disbanded first.

"The government can resolve other issues later. We are fine with that, but it must disband the WFI first," a source close to the wrestlers told PTI.

A team of wrestlers, including Bajrang, Vinesh, Anshu Malik, Sakshi and her husband Satyawrat Kadiyan met government officials earlier on Thursday and discussed their issues with Sports Secretary Sujata Chaturvedi and Sports Authority of India Director General Sandip Pradhan.

During the hour-long meeting, the wrestlers were asked to end their protest and assured that their grievances will be addressed.

Former wrestler and BJP leader Babita Phogat was also part of the meeting to break the deadlock.
