70% Decline In Farm Fires This Season, Says Punjab Agriculture Minister

Punjab recorded a 70 per cent reduction in farm fires this season, said Agriculture Minister Gurmeet Singh Khuddian here on Saturday.

Punjab reported 10,909 stubble-burning incidents from September 15 to November 30 this year, compared to 36,663 such incidents in the corresponding period last year.

The significant reduction in farm fires can be attributed to increased mechanisation in the agricultural sector, he said in a statement here.

Gurmeet Singh Khuddian said 22,582 sanction letters were issued to farmers for subsidised crop residue management machines, with 16,125 machines being procured.

Lauding farmers for the decline in the number of farm fires, he said, "It's our collective responsibility to save the environment for our future generations. Stubble burning not only causes air pollution but also reduces the fertility of the soil." Stubble burning in Punjab and Haryana after harvesting paddy in October and November is often blamed for the rise in air pollution in Delhi.

As the window for the Rabi crop wheat is very short after paddy harvest, some farmers set their fields on fire to quickly clear the crop residue for the next sowing season.

Punjab recorded a total of 36,663 farm fires in 2023, registering a 26 per cent drop in such incidents.

RG Kar Ex-Principal Named In CBI's 1st Chargesheet In Irregularities Case

The Central Bureau of Investigation (CBI) on Friday filed its first chargesheet at a special court in Kolkata in connection with the multi-crore financial irregularities matter at the state-run R.G. Kar Medical College and Hospital here.

Sources aware of the development said that in the first chargesheet, former principal of RG Kar Medical College and Hospital Sandip Ghosh and four others have been named.

The other four named in the chargesheet are Asish Pandey, Sandip Ghosh's personal bodyguard Afsar Ali, Suman Hazra and Biplab Singha. The last two individuals named are private contractors and suppliers.

Besides five individuals, three business entities engaged in the supply of products and services to the RG Kar authorities were also named in the chargesheet.

However, although the chargesheet was submitted by CBI to the court on Friday, it was not officially accepted by the court authorities.

This is because since Sandip Ghosh and Asish Pandey were attached to the West Bengal government as employees, the acceptance of the chargesheet by the court authorities can be done only after there is an official clearance from the state government.

Sources in the know of things said that in the chargesheet, the CBI officials had given details on how Sandip Ghosh used to manipulate the tendering process of RG Kar to ensure that only contractors close to him got work-orders or contracts against hefty commissions.

In the chargesheet, the investigating officials had also given details on the skyrocketing increase in the quantum of assets and properties of the accused persons, especially Sandip Ghosh, during the short period after he assumed the charge as the Principal of R.G. Kar Medical College and Hospital.

Sources added that in the chargesheet, Sandip Ghosh has been identified as the mastermind behind the entire alleged scam.

Besides making manipulations in the tendering process, the other charges in the case are getting infrastructure-related work at R.G. Kar done by private outsourced agencies bypassing the state public works department, smuggling bio-medical wastes from the hospital and selling the organs of the unidentified bodies brought to the hospital for autopsy purposes.

Besides the financial irregularities case, the CBI is also probing Sandip Ghosh and former SHO of Tala Police Station Abhijit Mondal in connection with the ghastly rape and murder of a junior woman doctor of R.G. Kar Medical College and Hospital in August this year.

The main charges against Sandip Ghosh and Mondal in this case are tampering with the evidence and misleading the investigation while the initial probe was being carried out by Kolkata Police before the matter was handed over to CBI.

'Udaipur City Palace' Reopens Gates After 4 Days Amid Royal Coronation Row

The long-standing dispute over coronation rituals within Udaipur's former royal family was resolved on Thursday evening as the gates of the historic City Palace were finally reopened at 6:30 PM after being closed for four days.

Lakshyaraj Singh, cousin of Nathdwara MLA and newly anointed Mewar family member Vishvaraj Singh, personally arrived to unlock the gates. Addressing the crowd, he expressed gratitude, saying, "I want to thank the government, the people of Udaipur, and the administration. An atmosphere of harmony has been reestablished in the city."

The closure had caused significant inconvenience, with tourists being turned away and local shopkeepers experiencing a dip in business. With the reopening, tourist activities are expected to resume. Udaipur Collector Arvind Poswal also issued an order lifting Section 163, which had been imposed in the City Palace area.

The controversy stemmed from the coronation ceremony of Vishvaraj Singh Mewar, held on November 25 in Chittorgarh, where he was declared the 77th Diwan of Eklingji, following long-standing traditions.

As part of the post-coronation rituals, Vishvaraj Singh attempted to perform Dhuni Darshan at the City Palace in Udaipur but was met with closed gates. This led to a tense standoff involving a property dispute within the royal family. The situation escalated to stone pelting from both sides, prompting Vishvaraj Singh to leave and ask his supporters to disperse.

By Wednesday, Vishvaraj Singh was able to offer prayers during Dhuni Darshan after partial access was granted. The situation finally normalised on Thursday evening, marking the end of the dispute with the complete reopening of the City Palace gates.

Indian Diplomats In Canada Under Surveillance, Centre Tells Parliament

Consular officials at the Indian consulate in Vancouver were recently informed by the Canadian authorities that they have been and continue to be under "audio and video surveillance" and that their "private communications" have also been "intercepted", the Centre informed Parliament on Thursday.

Minister of State for External Affairs Kirti Vardhan Singh in a written response in Rajya Sabha also said "respect for each other's concerns, territorial integrity and sovereignty are essential for a stable bilateral relationship".

Mr Singh was asked whether there are any instances of cyber surveillance or other forms of surveillance targeting Indian diplomats in Canada.

"Yes. Recently, consular officials at the Indian Consulate in Vancouver were informed by the Canadian authorities that they have been, and continue to be under audio and video surveillance and that their private communications have also been intercepted."

"Government of India lodged a strong protest with the Canadian High Commission in New Delhi on this issue vide its note verbale dated November 2, 2024 as these actions were a flagrant violation of all diplomatic provisions," Mr Singh said in his response.

The minister in his response also quoted a response of the Ministry of External Affairs (MEA) spokesperson in his weekly briefing to the media recently here.

"By citing technicalities, the Canadian Government cannot justify the fact that it is indulging in harassment and intimidation. Our diplomatic and consular personnel are already functioning in an environment of extremism and violence."

"This action of the Canadian Government aggravates the situation and is incompatible with established diplomatic norms and practices," the spokesperson had said.

Mr Singh was also asked the details and the steps taken to ensure the safety of Indian diplomats.

"On the question of safety and security of Indian diplomats in Canada, the Government of India remains continuously engaged with the Canadian side to ensure that adequate protection is offered at all times to our diplomatic personnel and properties," he said.

The minister also said the Canadian Centre for Cyber Security, in its biennial National Cyber Threat Assessment (NCTA) report for 2025-2026 released on October 30, "placed India under 'Section 1 - Cyber threat from state adversaries'".

The MEA had responded to the report on November 2, stating that it was yet another example of Canada's "negative" approach to ties with India. As on other occasions, imputations have been made about India "without any evidence", the minister said, quoting MEA's response.

In a separate written response, Mr Singh also replied to queries on the steps taken for resolving issues with Canada and whether it is a fact that the Government of Canada has "expressed its inability" to provide minimum security to our embassy, consulates and diplomats.

"The two governments are in touch regarding the state of their bilateral ties. Respect for each other's concerns, territorial integrity and sovereignty are essential for a stable bilateral relationship.

"In this regard, Government of India has repeatedly urged the Canadian Government to take prompt and effective action against anti-India elements operating from its soil. This includes preventing secessionist and extremist elements from glorifying the assassination of our leaders issuing threats to our current political leadership and diplomats disrespecting and vandalising places of worship and espousing for the balkanisation of India by holding so-called 'referendums'," he added.

Mr Singh further said while the Canadian authorities have been able to provide "security protection to our diplomats and diplomatic properties", they have recently "expressed their inability to provide security cover to our consular camps from the violent acts of secessionist and extremist elements".

With nearly 1.8 million Indo-Canadians (accounting for about 4.7 per cent of Canada's population) and another 1 million comprising non-resident Indians including approximately 4,27,000 Indian students, Canada hosts one of the largest Indian diasporas abroad, he said.

"As such, the welfare, safety and security of Indian nationals in Canada is of utmost importance to Government of India," the Union minister said.

The relations between the two countries came under severe strain following Prime Minister Justin Trudeau's allegations in September last year of a "potential" involvement of Indian agents in Khalistan extremist Hardeep Singh Nijjar's killing.

New Delhi rejected Trudeau's charges as "absurd".

India has been maintaining that the main issue between the two countries is that of Canada is giving space to pro-Khalistan elements operating from Canadian soil with impunity.

RBI Governor Shaktikanta Das Discharged From Hospital

Reserve Bank of India (RBI) Governor Shaktikanta Das has been discharged from the hospital and is in good health, an RBI spokesperson informed the media.

Mr Das was admitted to Apollo Hospital in Chennai earlier for observation.

"Reserve Bank of India Governor Shri Shaktikanta Das experienced acidity and was admitted to Apollo Hospital, Chennai, for observation. He is now doing fine and will be discharged in the next 2-3 hours. There is no cause for concern," the spokesperson had stated this morning.

Shaktikanta Das, a former Secretary of the Department of Revenue and the Department of Economic Affairs under the Ministry of Finance, assumed office as the 25th Governor of the Reserve Bank of India on December 12, 2018.

Before his current role, he served as a Member of the 15th Finance Commission and as India's G20 Sherpa.

Mr Das has over four decades of extensive experience in governance, holding key positions in the Central and State Governments across areas such as Finance, Taxation, Industries, and Infrastructure.

During his tenure in the Ministry of Finance, he was closely involved in the preparation of eight Union Budgets.

Shaktikanta Das is a postgraduate from St. Stephen's College, Delhi University.

Abhishek Banerjee Gets Big National Role At Key Trinamool Meet

Trinamool chief Mamata Banerjee on Monday formed several disciplinary committees at different levels, consisting of veteran loyalists, and gave additional responsibilities to national general secretary Abhishek Banerjee as the spokesperson for national affairs, underscoring the party's reliance on seasoned members to shape its strategic direction.

In a significant move, the party also elevated five veteran leaders including assembly Speaker Biman Banerjee, state minister Manas Bhunia and party MP Kalyan Banerjee, to the party's all-powerful working committee.

Notably, party MP and Ms Banerjee's nephew Abhishek, considered the party's de facto number two and who has been a key figure in the party's growth, will also serve as the official spokesperson for national affairs.

His appointment highlights the party's focus on enhancing its national presence and making him the face of the party at the national level.

Speaking to the media after the national executive committee meeting, senior party leader and state minister Chandrima Bhattacharya said that to ensure better discipline and effective leadership, the party has constituted three disciplinary committees at different levels.

The Parliamentary Disciplinary Committee includes Sudip Bandopadhyay, Derek O'Brien, Kakoli Ghosh Dastidar, Kalyan Banerjee, and Nadimul Haque.

The State Assembly Disciplinary Committee comprises Sovandeb Chattopadhyay, Nirmal Ghosh, Aroop Biswas, Debashish Kumar, and Firhad Hakim.

At the state level, the committee consists of Subrata Bakshi, Aroop Biswas, Sujit Bose, Firhad Hakim, and Chandrima Bhattacharya.

"If someone is issued a show-cause notice by any of these committees, he or she has to answer it. If a person gets three such show-cause notices, steps will be taken to suspend him or her," Bhattacharya said.

According to party sources, this strategic reshuffle is seen as a move to bring experienced leaders to the forefront, reflecting the party's recognition of their contributions over the years.

"The new appointments underline the party's commitment to bringing long-serving members into leadership roles. The prominence of veteran leaders such as Kalyan Banerjee and Manas Bhunia reflects TMC's effort to retain a balance between experience and youth in its leadership. Additionally, Abhishek Banerjee's expanded role as the national spokesperson will help the party navigate the complex political landscape at the national level, as it aims to grow its influence across India," a senior TMC leader said.

The TMC has strengthened regional representation by making strategic appointments to amplify local voices.

Gautam Deb, Udayan Guha, and Prakash Chik Baraik have been tasked with addressing issues in northern West Bengal.

Malay Ghatak will focus on matters related to tea garden workers, while Birbaha Hansda will handle concerns specific to the tribal region of Jhargram.

Senior TMC leader and state minister Aroop Biswas has been appointed as the coordinator for party spokespersons.

The TMC announced a series of initiatives to strengthen its grassroots network and deepen its connection with the public.

A new campaign will be launched to educate people about the party's history and its contributions to the state's political landscape, with party workers actively spreading this message across districts.

"There are several youths who are not aware of the party's history and struggle. So, we have decided to take up an initiative to teach the people about the party's history and its contributions," she said.

The party has also decided to launch a campaign christened ‘With the People, For the People', aimed at building stronger engagement with the masses.

Clashes At Udaipur Palace Gates Over New Maharana's Face-Off With Cousin

Udaipur witnessed a row in the erstwhile royal family today after the coronation of BJP MLA Vishvaraj Singh Mewar as the 77th Maharana of Mewar. A stand-off with his cousin Dr Lakshay Raj Singh Mewar followed at the gates of the historic city palace, after Mr Singh was refused entry into the palace, which is now run by a trust managed by his cousin and uncle Shreeji Arvind Singh Mewar. The row it sparked escalated as the day progressed. Post-10 pm, the MLA's supporters started throwing stones and attempted to storm the palace gates. Others are retaliating from inside the palace. Hectic visuals from palace gates shows stones landing from both sides, Three people have been injured and the police are trying to control the mob. 

Reports say Vishvaraj Singh has been standing with his supporters at the spot for the last 5 hours. The district administration has now decided to intervene. 

Vishvaraj Singh -- the BJP MLA from Rajsamand from where his wife Mahima Kumari is the sitting MP -- was formally declared the heir to the Mewar dynasty at a traditional coronation ceremony in the historic Chittorgarh fort 12 days after the death of his father Mahendra Singh Mewar. 

The coronation ceremony, conducted by priests who performed pujas and did a havan, saw Vishwaraj's raj tilak done by an erstwhile noble who slashed his finger on a sword and anointed him in blood. This is a tradition that goes back hundreds of years in the Mewar dynasty, which traces its lineage back to Bappa Rawal in the 8th Century. Its most famous royal was Rana Pratap, who fought the Mughals in the battle of Haldi Ghati. 

After the symbolic coronation, Mr Singh had decided to take the blessings from family deities -- the Dhooni mata temple inside the city palace and the Ekling Shiv temple about 50 kilometres from Udaipur. But since both temples are run by the trust, he was denied entry into the city palace. The administration had tried to persuade the Museum Trust to allow not the entire procession, but a few erstwhile nobles to accompany Vishwaraj Singh into the palace for darshan.  

Anticipating trouble, the police had set up barricades and deployed additional personnel in the area around the city palace gates. But when Mr Singh was denied entry into the palace, his enraged supporters broke barricades and tried to get close to the city palace gates. 

"The situation that we see today is unfortunate," Vishvaraj Singh told media persons. "I am grateful for your support. On one side is properties, but there are also traditions where we seek blessings. This is wrong as far as traditions and society norms are concerned," he added. 

The new generation of Mewar royals have been involved in a legal dispute over palaces, temples and forts that are now run and managed by nine trusts. All these trusts are handled by the uncle and cousin of Vishvaraj Singh.

Early this morning, the Maharana Mewar Charitable Trust published in the local newspapers that they would not allow anyone to enter the trust premises as they anticipated that this could be done with an intention to trespass on and damage trust properties.  

The dispute goes back to 1984, when the former Maharana of Mewar Bhagwat Singhji made his younger son Arvind Singh the director of the trusts, effectively ousting the elder son Mahendra Singh from the royal properties. 

As the stand-off continues in Udaipur, this is a royal row that's going to echo in the City of Lakes for some time.

Eknath Shinde Elected As Leader Of Shiv Sena Legislature Party

Maharashtra Chief Minister Eknath Shinde was on Sunday night elected as the leader of the Shiv Sena Legislature Party.

The resolution to this effect was unanimously passed by all 57 MLA-designates at a meeting held at a suburban hotel.

Manipur Cops Walk 3 Hours To Raze Poppy Farms, Face "90 Armed Miscreants"

A Manipur Police team that went to destroy illegal opium cultivation in the hills of Kangpokpi district were stopped by "80-90 armed miscreants" and forced to return without clearing the illegal farms, a police officer said in a first information report (FIR).

The police team had a mix of 25 personnel, and volunteers from the Liangmai Naga tribe and five drivers.

The team carried only three assault rifles as it is a physically demanding and difficult task to destroy poppy farms with farm tools while also carrying AK-type guns, a source who has first-hand information about the incident told NDTV.

"You can't hold a weapon and also destroy poppy efficiently in such a sensitive area. The authorities should have deployed other forces along with the police," the source said, requesting anonymity.

The small police team had no choice but to turn back when the armed miscreants tried to snatch the few guns the team had, the source said.

The area was remote and reinforcements would have taken a long time, so a decision was taken to ensure the safety of the joint team, the FIR stated.

While there is no official confirmation, there is a strong buzz in the security establishment in Manipur of a major operation involving central forces to clear new illegal opium poppy farms. The forces will retaliate if any armed miscreant threatens to stop the anti-poppy cultivation drive or fires at them, sources said.

The Kuki tribes in their demand for a separate administration carved out from Manipur often include Kangpokpi district in many unrecognised hand-drawn maps used for social media consumption.

Kangpokpi is also the turf of the insurgent group Kuki National Front (KNF), headed by ST Thangboi Kipgen, and this group is one of the over two dozen Kuki-Zo militant groups that have signed the controversial suspension of operations (SoO) agreement, which the Manipur government has been demanding to be scrapped. The SoO agreement's last renewal deadline was in February this year.

Civil society groups of the Meitei community have alleged the hand of Kuki insurgent groups in growing illegal opium poppy in areas dominated by them.

The Kangpokpi police chief in a flash message on November 18 ordered officers in charge of Kangpokpi and G Saparmeina police stations to destroy the illegal opium poppy farms in Makhan hill range, police sources told NDTV. The area of operation fell under the jurisdiction of the police in G Saparmeina, some 35 km north of the state capital Imphal.

"The team further proceeded by foot for about three hours and just before reaching the spot, some unknown armed miscreants numbering around 80-90 people blocked the team. The unknown miscreants were carrying guns, dagger and wooden cubs and threatened to even kill the team members if they proceeded for destroying the illegal poppy plantations," the incident details in the FIR stated.

"Considering the isolation of the location for reinforcement to reach in time and the number of miscreants with weapons and the safety and security of the life of the [poppy] destruction team, the joint team returned without destroying the illicit poppy plantations at 3 pm," the FIR stated.

The joint team which also included officers from the forest department and the executive magistrate had started out from G Saparmeina police station at 8.30 am.

The Makhan village authority in a statement said the government should clear the land encroachment by "opium poppy planters" and clear all the illegal cultivation from their area in four days, otherwise things would turn "repulsive and abominable".

Manipur Chief Minister N Biren Singh in an interview to NDTV on November 21 had said the authorities have found five villages in Kangpokpi that have been growing illegal opium poppy, while the security forces were busy monitoring other sensitive areas in the ethnic crisis-hit state, adding the farms would be destroyed in a few days.

Waqf Law Has No Place In The Constitution, Says PM Modi

Prime Minister Narendra Modi on Saturday hailed the BJP-led alliance's sweeping victory in Maharashtra as popular endorsement of its governance model and rejection of the Congress' "lies and deceit", as he accused the Gandhi family of spreading the "poison of casteism and divisiveness".

Buoyed by the NDA's unprecedented scale of win in the politically prized state, PM Modi flayed the Congress for "betraying" the Constitution's secular principals and cited the Waqf Act, which his government is seeking to amend, as an example of its "appeasement politics".

The Congress has tried to inflict capital punishment on true secularism, he claimed, asserting that the Waqf law has no place in the Constitution.

Reiterating his call for "ek hain to safe hain" (we are safe if united), he said this is the biggest message from Maharashtra after the Haryana polls and it has become the country's "mahamantra".

It is becoming increasingly difficult for the Congress to come to power on its own, he said, dubbing the opposition party as parasitic.

The Congress and its allies tried to divide people with lies and deceits, he said in an apparent reference to their claim of threat to the Constitution from the BJP, a plank which harmed the ruling party in the Lok Sabha polls in a few states, but were rejected.

The Congress' priority is only family, he said in a swipe at the party's Gandhi family and not people of the country. The royal family is now spreading the poison of casteism, he added.

A family's hunger for power has gone up so much that it has eaten up the party, he said, claiming that fire of disaffection is surging with the Congress as many of its own leaders no longer identify with its existing values.

When it comes to good governance, people trust only the BJP, he said, noting that the party has also put up an impressive show in the bypolls held across the country. It is a historic stamp on the BJP's governance model, he said.

"Development, good governance and true social justice have won. Lies, deceit, divisive forces, negative politics and nepotism have suffered a big defeat," he said of the Maharashtra poll results. People have preferred stability and the state has broken all records in its support of the BJP-led alliance, he added.

In a swipe at the longtime BJP ally-turned-bitter rival Uddhav Thackeray, who heads a Shiv Sena faction, he said the leaders who resorted to betrayal and tried to create instability have been roundly rejected by people.

He said the Congress allied with Uddhav Thackeray but the party and its leaders could not speak in support of the policies of his father Bal Thackeray, a leading Hindtutva voice of his time.

With the Delhi Assembly polls round the corner, PM Modi highlighted the popular support for the BJP in major cities in many states and emphasised on his party's agenda for making Indian cities among the best in the world.

His government has been working to boost urban infrastructure by launching new metro trains, highways and electric buses, he said, describing cities as engines of development that also strengthens villages.

The urban region's support to the BJP is a message for modern India and a rejection of those putting obstacles in its development, said PM Modi. Urban India wants ease of living and it trusts the BJP, he added. The prime minister noted that Maharashtra has become the sixth state where people have elected the BJP to power for a third straight term, stressing that it underscores people's truth in its good governance model.

The BJP-led alliance had won a majority in the 2019 assembly polls in Maharashtra but its then ally Thackeray joined hands with the opposition to form government, which fell in 2022, paving the way for the saffron party to power as it allied with the faction headed by Eknath Shinde, who became the chief minister.

"The Congress and its ecosystem had thought that by spreading lies in the name of the Constitution, they could divide the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBC) in small groups. This is a solid slap on their faces," said PM Modi.

The Congress and its allies have failed to grasp the changed realities of the country's mood, as voters do not want instability and believe in "nation first" and not in those preferring "kursi first".

The voters in Maharashtra also evaluated the Congress on the basis of the false promises made in other states like Karnataka, Telangana and Himachal Pradesh, he added.

"Neither their false promises nor their dangerous agenda worked in Maharashtra," PM Modi said.

The prime minister said the Maharashtra election also shows that only one Constitution will work in India and that was given to the people of the country by B R Ambedkar.

The Congress and its allies were again trying to create a wall of Article 370 of the Constitution in Jammu and Kashmir, he said.

"I want to say this to the Congress and its allies that no force in the world can bring back Article 370 and insult our Constitution," PM Modi said.

His party has respected the country's values and traditions, and India will now advance with the mantra of "vikas aur virasat" (development and heritage), PM Modi said.

The Congress, he said, has been stoking divides in the name of region and caste, and that its espousal of urban naxalism has become a challenge for the country. The remote control of this urban naxalism is outside the country, he said.

Explained: How The British Empire Robbed India Of $45 Trillion

During the nearly two-century-long rule over India between 1757 and 1947, the British Empire exploited the country's resources, wealth, and people. The impact of colonial rule is felt to this day. According to renowned economist Utsa Patnaik, professor emeritus at New Delhi's Jawaharlal Nehru University, the British drained approximately $45 trillion from India between 1765 and 1938, a sum 17 times the current GDP of the UK.

This figure is substantial, but how did such an enormous amount of wealth end up in British hands? The story begins with the British East India Company, which, after gaining control of India, established a monopoly on its trade. The Company initially bought goods from India using silver, but over time, they developed a cunning system to exploit Indian resources without paying for them.

The process was simple yet devious. The East India Company began collecting taxes from Indian farmers and weavers, and instead of using the collected funds for local development or compensation, they used a portion of it to buy goods from the Indian producers. However, these purchases were made using the tax money collected from the same people. This system allowed the British to acquire goods for free, while the Indian producers were essentially robbed of their wealth.

Much of the goods that were "purchased" from India were re-exported, generating huge profits for Britain and multiplying the returns for the colonial power. The British didn't just consume these goods, they sold them at a markup in other countries, pocketing not only the original value of the goods but also the profits.

Once the British Raj was established in 1858. after the first war of Independence in 1857, this system evolved into an even more exploitative mechanism. Indian goods were exported to foreign markets, but payments were still funnelled through London. Traders wishing to purchase Indian goods had to use British-issued Council Bills, which they could only buy with gold or silver. This meant all the precious metals that should have gone directly to Indian producers instead ended up in British coffers. As a result, while India had a trade surplus with the rest of the world, the profits were effectively syphoned off by Britain.

Utsa Patnaik's research showed how India was a major source of funding for Britain's imperial ambitions. The wealth extracted from India financed British industrialisation and also funded the British wars of conquest, including the invasion of China in the 1840s and the suppression of the Indian Rebellion of 1857.

Apart from that, the income that should have been invested in India's development was instead used to fuel European capitalist expansion, benefiting other parts of the world, including Canada and Australia.

This drain continued for decades, and the consequences for India were devastating. During the period of British rule, India's per capita income remained stagnant, and in the late 19th century, it even collapsed. Famine, poverty, and disease ravaged the population, and tens of millions of Indians died as a result of British policies such as exporting food grains during times of famine.

Despite this grim reality, some voices in Britain still promote the narrative that British rule in India was beneficial. Historian Niall Ferguson has suggested that British colonialism helped "develop" India, but Utsa Patnaik's findings have painted a very different picture. British rule in India was not a gesture of benevolence, but rather a systematic exploitation of the country's resources for Britain's gain.

Had India been able to retain the wealth and resources it produced, the country's course could have been vastly different. With the drain of $45 trillion, India could have potentially become an economic powerhouse, avoiding much of the poverty and suffering that followed British rule. The wealth that Britain extracted from India played a significant role in its own industrialisation, at the expense of the very people it governed.

Supreme Court Stays Disqualification Of 6 Himachal MLAs

In a relief to Chief Minister Sukhvinder Singh Sukhu-led Himachal Pradesh government, the Supreme Court on Friday stayed the initiation of disqualification proceedings against six MLAs who were appointed as chief parliamentary secretaries in 2023.

A bench of Chief Justice Sanjiv Khanna and Justice Sanjay Kumar stayed the findings of the Himachal Pradesh High Court that held as illegal and unconstitutional the protection from disqualification granted to the MLAs for being chosen as chief parliamentary secretary (CPS) and parliamentary secretary (PS) under a state law and cleared the way for initiation of disqualification proceedings as MLAs for holding office of profit.

Following the stay of the top court, though the six MLAs will not hold the post of CPS, they will not be disqualified as members of the legislative assembly.

The bench said it was not staying the entire November 13 judgement of the high court but only paragraph 50 of the verdict that paved way for the initiation of disqualification proceedings of the MLAs.

"Till the next date of hearing, no further proceedings in pursuant to paragraph 50 of the impugned judgement shall take place," the bench directed while issuing notice on the state government's plea challenging the high court's verdict.

Paragraph 50 of the 33-page high court verdict stated, "Protection granted to such appointment to the office of Chief Parliamentary Secretary/or Parliamentary Secretary as per Section 3 with Clause (d) of Himachal Pradesh Legislative Assembly Members (Removal of Disqualifications) Act, 1971 is also declared illegal and unconstitutional and thus, claim of such protection under above referred Section 3(d) is inconsequential. Natural consequences and legal implications whereof shall follow forthwith in accordance with law." Section 3 with Clause (d) of the 1971 law grants protection to the MLAs from being disqualified for being chosen to the office of CPS or PS.

The top court further made it clear to the Himachal government to not make any further appointment of chief parliamentary secretaries or parliamentary secretaries saying "it will be contrary to law".

The bench sought the response of BJP leader Kalpana Devi, who has moved the high court challenging the appointment of chief parliamentary secretaries along with several other BJP leaders.

The top court posted the hearing after a month while granting two weeks to Ms Devi to file her response and the state government to file its rejoinder, respectively.

The bench tagged the state government's plea filed through advocate Sugandha Anand along with other pending petitions in the top court and observed that contrary views have been taken by different high courts.

Mr Sukhu appointed the six chief parliamentary secretaries -- Sanjay Awasthi, the MLA from the Arki assembly constituency, Sunder Singh from Kullu, Ram Kumar from Doon, Mohan Lal Barakta from Rohru, Ashish Butail from Palampur and Kishori Lal from Baijnath -- on January 8, 2023, ahead of his cabinet expansion.

The high court noted that unlike the MLAs, CPS and parliamentary secretaries had access to official files to participate in the decision-making process of the government. They have been also allotted departments by the chief minister and have been attached with the cabinet ministers like deputy or junior ministers.

During the hearing, a battery of senior lawyers including Kapil Sibal, Abhishek Manu Singhvi, Anand Sharma and Advocate General Anup Rattan, appeared for the state government and said contrary views were taken by different high courts on the issue of appointment of CPS and parliamentary secretaries.

"Some have quashed it and some like Chhattisgarh High Court have upheld it. These matters from Chhattisgarh, West Bengal are pending here. Please issue notice and tag it along with those matters," argued Sibal.

Senior advocate Maninder Singh, appearing for the BJP leader vehemently opposed the issuance of notice and said that Justice Khanna, during his tenure in the Delhi High Court, had dealt with the issue.

He said the creation of office of CPS was beyond the legislative competence of the state legislature and the Supreme Court had struck down a state law in a similar case from Manipur.

The bench said, "The thumb rule is that when we admit appeal, the status quo has to be maintained. We will not allow the process (disqualification) to go on in the meanwhile." Chief Justice Khanna pointed out to senior advocate Maninder Singh that there was no discussion on the reasons to strike down the protection from disqualification as MLAs in the high court.

"See first there was a legislation, it was struck down. Then they came out with second legislation, which says this would not amount to an office of profit, but it was also struck down, there is no discussion on the issue in the judgement," the Mr Khanna said.

The high court declared the Himachal Pradesh Parliamentary Secretaries (Appointment, Salaries, Allowances, Powers, Privileges and Amenities) Act, 2006 as void.

It was for the second time that the appointments of the CPS and PS have been quashed in the hill state.

On August 18, 2005, the high court had quashed the appointments of eight chief parliamentary secretaries and four parliamentary secretaries.

Opinion: There's a Pattern Behind Repeatedly Targeting Adani Group: Get the Connection

“Prime Minister's (Narendra Modi) credibility is destroyed…torn to pieces. What we are doing and we have done very successfully is to prove to every single Indian youngster that Mr Adani and Mr Modi are the same…I must say that the team is doing a phenomenal job. We are working in Congress, other opposition parties and there are many many people, who are, you know, activists who are working and I guarantee you that the structure is going to collapse, it's not going to survive”, Congress leader Rahul Gandhi said at a hurriedly called Press conference on Thursday.

Two points stand out here. First, the tone of his statement closely mirrors remarks previously made by George Soros, the controversial American billionaire and vocal critic of Prime Minister Narendra Modi. Second, in what may have been an inadvertent slip of the tongue, the de facto leader of the Congress party has, for the first time, admitted that he and his party are working in coordination with “many, many people” who are well-known activists to bring down the Modi government. No prizes for guessing who these activists might be.

Rahul Gandhi held a press conference following reports that an American prosecutor had issued a criminal indictment and filed a civil complaint in the United States District Court for the Eastern District of New York against Adani Enterprises Chairman Gautam Adani and seven senior executives. The allegations involved bribery of Indian officials in certain Indian states.

While this is part of a legal process in the U.S., the progression and timing of the case raise several questions. It also underscores Congress's recurring reliance on opportunistic “rent-a-cause” politics and highlights how it appears to align with the broader ecosystem of so-called left-liberal networks. These networks, both domestic and international, as well as certain Western agencies, seem to be working in tandem.

To those who may not have seen what Soros had earlier said, here is the recap: “In India, Modi and business tycoon Adani are close allies. Their fate is intertwined. Adani Enterprises tried to raise funds in the stock market but failed...Modi will have to answer on Adani in Parliament. This will significantly weaken Modi's stranglehold on India's federal government. I expect a democratic revival in India.”

When Soros's foundation funded OCCRP made some recycled allegations against the Adani Group and the Financial Times published it, curiously the newspaper wrote this: "The findings are also likely to add to an intensifying political debate in India about the power and influence enjoyed by billionaires including Gautam Adani, whose names and vast wealth have surfaced during the current election campaign in which Narendra Modi is seeking a third term as prime minister."

Ever since the Modi government came to power 10 years ago, a series of developmental activities were initiated, promoting ease of business, driving economic growth upward, and implementing firm policy decisions—including in security and diplomacy. These steps captured the world's attention, bringing focus to the “rising India” narrative. However, alongside these achievements, there has been a noticeable uptick in manufactured reports by Western agencies, half-baked leaks, and agenda-driven narratives. These efforts, originating either from foreign shores or through their proxies in India, share a common goal: to undermine the story of a rising India.

The central idea behind these actions is clear: to disrupt India's economy, sow confusion among its citizens and investors, and create social unrest. Ultimately, the aim appears to be tarnishing Prime Minister Narendra Modi's impeccable image and high popularity, destabilising the popularly elected Modi government at the Centre.

These attempts have come in various stages, under different guises and names—Pegasus, Rafale, farmers' protests, CAA protests, Hindenburg, OCCRP, and its media collaborators. Interestingly, many of these incidents coincided with the commencement of Parliament sessions or the arrival of prominent foreign dignitaries.

An Income Tax Department probe into organisations like Oxfam revealed a common tactic used by certain NGOs to create disruptions: filing numerous court cases to keep issues alive in line with their agenda. The latest in this series is the recent allegations against the Adani Group by an American prosecutor.

What stands out is how some Congress-aligned handles on X (formerly Twitter) began furiously posting about the developments around 4:15 a.m., providing updates on what transpired in the U.S. District Court and drawing their own conclusions. While their industriousness and energy are notable, it raises questions: is it routine for them to start working so early, or were they prompted by someone to jump into action?

In their over-enthusiasm, Rahul Gandhi and his allies, including self-proclaimed fact-checkers, seemed to overlook critical details: the allegations pertain to incidents from 2021-22, a period when Congress or its allies governed the states implicated in the U.S. court documents. For instance, Congress then led the government in Chhattisgarh, the BJD was in power in Odisha, the DMK in Tamil Nadu, and the YSRCP in Andhra Pradesh.

Moreover, Congress-led governments in various states, along with the TMC and the CPI(M) governments in Kerala, have engaged with the Adani Group. This indicates that Adani's projects bring significant investments and job opportunities that no other business house in those sectors can match.

A curious coincidence is the timing of the U.S. District Court proceedings and recent political developments in the United States. The President-elect has warned the Biden administration and Senate against appointing judges and accused them of filling the judiciary with “left radicals". Reports suggest that Democrat Chuck Schumer, the Senate Majority Leader responsible for confirming judicial appointments, has close ties with George Soros. One such appointment was Breon Peace, who became the U.S. Attorney for the Eastern District of New York in October 2021. It is Breon Peace who has now levelled charges against Adani.

Telcos Can Claim Tax Credit For Duties Paid On Towers, Others: Top Court

In a relief to mobile service providers, the Supreme Court on Wednesday held that the telecom companies can take the benefit of CENVAT credit for payment of service tax on the output services rendered by them.

The CENVAT Credit Rules of 2004 refers to the set-off available to manufacturers if they utilise some specific inputs procured by them after paying excise duties for manufacturing their products.

The top court's significant verdict held that mobile service providers are also covered under the CENVAT credit rules as they pay excise duties on various items for setting up their business more particularly for erection of mobile towers and peripherals like pre-fabricated buildings (PFBs).

A bench of Justices B V Nagarathna and N Kotiswar Singh settled a decade-old dispute which arose after the Bombay High Court order of 2014 which held that the mobile service providers (MSPs) were not entitled to claim CENVAT credit on mobile towers and prefabricated buildings.

The Delhi High Court in 2018, however, held that towers and other associated structures like PFBs are covered by the definition of "capital goods" and are "inputs" as defined under CENVAT Rules and hence, MSPs are entitled to input credit on excise duty paid towards installation of mobile towers and PFBs.

The dispute between the two high court rulings landed in the Supreme Court, which upheld the 2018 verdict of the Delhi High Court and ruled, "the tower and PFBs are 'goods' and not immovable property and since these goods are used for providing mobile telecommunication services, the inescapable conclusion is that they would also qualify as 'inputs' under Rule 2(k) for the purpose of credit benefits under the CENVAT Rules".

Justice Singh, who pronounced his first verdict since his elevation in the Supreme Court on July 18, was congratulated by Justice Nagarathna for delivering the verdict on the issue.

Justice Singh, in his 76-page verdict penned on behalf of the bench, said even though tower and the PFBs are not electrical items/equipment in the sense that these do not transmit signals, yet these are indispensable for the effective functioning of antenna by which the radio signals are received and transmitted and accordingly, used for providing the mobile telephonic services to the subscribers.

"Thus, towers and PFBs, though are not electrical equipment for transmission of signals, yet these are used for transmission of signal by the antennas. Therefore, there can be no denying of the fact that there is a close proximity and nexus between their functioning and the ultimate transmission of radio signals which is the output service rendered by the MSPs.

"Hence, the view of the CESTAT which has not been disturbed by the Bombay High Court does not commend our acceptance," the bench said.

It said the link between antenna and tower is almost inseparable for the effective functioning of antenna for providing mobile telecommunication service and it cannot be said that the nexus between antenna and tower is remote.

The bench added that their relationship is quite proximate and inseparable for proper functioning of the antenna. Agreeing with the conclusion arrived at by the Delhi High Court that towers and shelters (PFBs) support the antenna for effective transmission of mobile signals and thus enhance their efficiency, the bench said these articles are components or accessories of antenna are admittedly "capital goods" falling under the Rule 2(a)(A) of CENVAT Rules.

"Further, since these are used for providing output service, i.e., mobile telecommunication service, and since these are 'capital goods' received in the premises of the provider of output service as contemplated under Rule 3(1)(i), the Assessees would be entitled to CENVAT credit on the excise duties paid on these goods," the bench held.

The top court said without the tower, it is not possible to hoist the antenna at the requisite height and without it being securely fastened to the tower, the antenna cannot be kept firm and steady for proper receipt and transmission of radio signals.

"Thus, there cannot be any doubt that a mobile tower can be treated to be an accessory of antenna and BTS. Accordingly, since in terms of subclause (iii) of Rule 2(a)(A), all components, spares and accessories of such capital goods falling under sub-clause (i) would also be treated as capital goods, a mobile tower can also be treated as 'capital good'," it held.

It said the restricted meaning of accessory given by the CESTAT and not differed from by the Bombay High Court is not wholly correct in as much as the meaning of accessory can have different ascribed meanings.

Several mobile companies and network service providers have approached the top court seeking authoritative pronouncement in view of diverging views of the Delhi and Bombay high courts.

Trump's Policies To Benefit India's IT Sector, Wipro Chairman Explains How

Donald Trump's presidency in the United States is going to be "pro-business and pro-growth" and good for the tech services industry, Wipro Executive Chairman Rishad Premji said at an event in Bengaluru on Tuesday.

Indian companies and investors will keep a close eye on Donald Trump's return to the White House to assess the impact of his policies on the country's $254 billion IT services industry.

Mr Premji said the conversation on fewer taxes and regulations during Trump's presidency could be powerful and "bodes well for the business and how customers will spend."

"The government is very pro-business and pro-growth, which helps all of our customers, which ultimately helps partners here in India and world over," he said, pointing to the potential corporate tax rate cuts and easier business regulations.

This shift in perspective comes after IT services players underwent consecutive difficult quarters of clients holding back spending, particularly on discretionary projects, due to macroeconomic concerns and inflationary pressures.

Mr Premji noted that IT firms must remain "watchful" about inflationary pressures, particularly in regard to tariffs and how immigration policies evolve.

Stricter US policies on outsourcing and restrictions on H-1B work visas could weigh on India's IT sector, which relies heavily on the US market, a note by CareEdge Ratings said.

"Indians receive the highest number of work visas from the United States, mainly for the IT sector," the note added.

The sector also relies on US-based clients for a significant portion of its revenue.

The overall impact of Donald Trump's second presidency should be "positive" on India's IT sector, JPMorgan said in a note earlier this month.

"Starting with the positives, extension and deepening of US corporate tax rates could support a bounce-back in enterprise technology spending," the brokerage said.

AR Rahman's Wife Saira Announces Separation After 29 Years Of Marriage

Oscar winning composer AR Rahman and his wife Saira, after nearly 30 years of marriage, today jointly announced through their lawyer that they have "made the difficult decision to separate" from each other.

"After many years of marriage, Mrs. Saira and her husband Mr. A R. Rahman have made the difficult decision to separate from each other," read a statement from Vandana Shah and Associates, their lawyer.

The decision, said the lawyer, "comes after significant emotional strain in their relationship".

"Despite their deep love for each other, the couple has found that the tensions and difficulties have created an insurmountable gap between them, one that neither party feels able to bridge at this time," the statement said, underscoring that the "decision comes out of pain and agony".

"Mrs. Saira and her husband Mr. A R. Rahman request privacy and understanding from the public during this challenging time, as they navigate this difficult chapter in their life," the statement further added.

The couple married in 1995 and are parents to three children: Khatija, Raheema and Ameen.

In his Instagram Stories, their son Ameen wrote, "We kindly request everyone to respect our privacy during this time. Thank you for your understanding."

AR Rahman, who won the Oscar for his work on Slumdog Millionaire, was once dubbed "the Mozart of Madras" by Time magazine.

The musician, who started playing music at the age of five, got his first break with the 1992 movie Roja. It was a hit, and Rahman's soundtrack led to him winning the national award for best music composer.

"How come you opted for an arranged marriage?" Simi Garewal asked the ace composer in 2012 on her popular chart show 'Rendezvous with Simi Garewal'.

"To be honest I didn't have the time to go and search for a bride," said a smiling Rahman, eliciting a chuckle from the host. 

"I was doing all those films - Rangeela , Bombay and all that stuff. Was so busy in that, but I knew that was the right time for me to get married. I was 29. And I told my mother. I said find me a bride," said Rahman 

"Did you have any specifications?" asked Ms Garewal      

"I want a simple wife. The one who won't give me much trouble. So I could carry on doing my music," Rahman answered. 

Ms Garewal then reminded Rahman that he had asked his mother to find her a bride with "some education, some beauty and loads of humility". 

Rahman smiled and nodded in the affirmative. 

Asked how they met, Rahman also revealed that his mother found Saira's sister near a Sufi shrine and one thing led to another and soon they were married.

Curfew Relaxed In 4 Districts, Internet Suspension Lifted In Manipur

With no major incident reported from any of the districts in Manipur, curfew was relaxed in four Imphal Valley districts on Wednesday and the suspension on broadband internet was lifted, officials said on Tuesday.

Officials said that in view of improvement in law and order, curfew was relaxed in Imphal East and West, Thoubal and Kakching districts from 5 a.m. to 10 a.m. on Wednesday to enable the people to purchase essential items and to perform important work.

District magistrates of four districts issued separate notifications relaxing the curfew, which was imposed for an indefinite period on November 16 after the widespread violence started in the valley districts after the recovery of the bodies of three children and three women in Jiribam on November 15 and 16.

These six people, belonging to the Meitei community, were reportedly kidnapped by Kuki militants on November 11 from the relief camp in Jiribam district's Borobekra sub-division.

Various civil society organisations organised rallies in Imphal West district to protest the reimposition of the Armed Forces (Special Power) Act (AFSPA in six police stations in five districts of the state.

The Manipur Home Department on Tuesday conditionally lifted the suspension on broadband services three days after imposing it in nine districts, considering the hardships faced by students, employees, common people, healthcare facilities, educational institutions and other offices.

According to an order of Commissioner, Home, N Ashok Kumar, the mobile internet and data services, however, remained suspended.

Meanwhile, a meeting of 26 MLAs of the ruling BJP-led NDA held on Monday night adopted resolutions urging the Centre to launch a "mass operation" within seven days against the Kuki militants responsible for killing six women and children in Jiribam.

The NDA MLAs also requested the union government to ban the Kuki militants responsible for the killings of six people.

The Monday night meeting also requested the Centre to hand over three cases of killings to the National Investigation Agency (NIA).

The cases include the killing of six innocent Meitei women and children in Jiribam, the death of a Hmar tribal woman who was burnt to death on November 7 in Jiribam and the killing of a Meitei community woman farmer in Saiton in Bishnupur district on November 9.

Meanwhile, the Coordinating Committee on Manipur Integrity (COCOMI), an apex body of the Meitei community, expressed displeasure with the NDA MLAs' resolutions and issued a 24-hour ultimatum to review those, failing which they threatened to intensify their agitation.

K Sanjay Murthy To Be The Next Comptroller And Auditor General Of India

The government on Monday said K Sanjay Murthy will be the next Comptroller and Auditor General of India.

Murthy, a 1989 batch IAS officer of the Himachal Pradesh cadre, will succeed Girish Chandra Murmu.

He is currently Secretary, of the Department of Higher Education, Ministry of Education.

"By virtue of the power vested in her by clause (1) of article 148 of the Constitution of India, the President has been pleased to appoint K Sanjay Murthy to be the Comptroller and Auditor General of India with effect from the date he assumes charge of his office," said a notification issued by the Department of Economic Affairs, Ministry of Finance.

Girish Chandra Murmu assumed office as the Comptroller and Auditor General of India on August 8, 2020. He will complete his term on November 20.

Madhya Pradesh Official Gets Show Cause Notice For Laughing During Hearing

A government official received a show cause notice for allegedly laughing in the presence of his senior colleagues during a public hearing in Madhya Pradesh's Chhatarpur district.

The show cause notice, issued on October 30, surfaced on social media on Saturday evening.

The notice was purportedly issued by additional collector Milind Nagdev to KK Tiwari, the assistant manager of e-governance at the district collector's office.

The notice stated that Tiwari was found laughing during the public hearing on October 29 in the presence of senior officials, which amounted to indiscipline and carelessness towards duty.

Public hearings are organised at select government offices on Tuesdays across the state.

In the notice, the additional collector stated that this was serious misconduct under the MP Civil Services Conduct Rules 1965 and punishable under MP Civil Services (Classification, Control and Appeal) Rules 1966.

Talking to reporters, the additional collector claimed he was unaware of how the show cause notice was issued and that he would inquire at his office.

Tiwari, however, said he had already submitted his reply to the notice.

School Teacher's Body Found In Bengal With Private Part Chopped Off: Cops

In one of the brutal murders, a teacher of a private school in the Alipurduar district of West Bengal was killed by chopping off the private part of the victim.

Reliance Asks Telecom Regulator To Review Reach Of Starlink, Amazon: Report

Billionaire Mukesh Ambani's Reliance has asked the telecom regulator to review the potential reach of Elon Musk's Starlink and Amazon's Kuiper before awarding satellite spectrum amid concerns local players could suffer, a letter showed on Friday.

Reliance's letter, which is not public, is Mr Ambani's last-ditch effort in an ongoing face-off with Mr Musk over how India should grant spectrum for satellite services. While Reliance has called for an auction, India has sided with Mr Musk who - in line with global trends - wanted an administrative allocation.

In the letter, reviewed by Reuters, Reliance said it carried about 15 billion gigabyte of data every month in India after spending about $23 billion on spectrum auctions over the years, but Starlink would target the same customers with a potential capacity of nearly 18 billion gigabyte of data via its satellites with a likely much lower outlay.

Experts say auctions tend to mean higher initial investments which could have deterred foreign players in favour of Reliance.

"The authority should critically examine the capacities created by these mega ... constellations such as Starlink and Kuiper," the letter dated November 15 said.

A senior government source at the telecom regulator said all feedback being received would be reviewed before making final recommendations, tentatively before the year end. Starlink, Amazon and Reliance did not respond.

Starlink is seeking security clearance for a licence to offer satellite broadband services in India and will get a permit if it satisfies all conditions, Telecom Minister Jyotiraditya Scindia said this week.

Mr Ambani once gave data for free on his mobile plans, and Mr Musk has adopted similarly aggressive tactics. In Kenya, Mr Musk priced Starlink at $10 per month, versus $120 in the US, unsettling local telecom players.

Mr Ambani, Asia's richest man, has more than 479 million Indian telecom users, making Reliance Jio the No. 1 player. Mr Musk's Starlink, a unit of SpaceX, has 6,400 active satellites orbiting Earth providing low-latency broadband to four million customers.

Video: Students Put Cracker In Petrol Bag, Burst It In Front Of Fuel Tanker

In an attempt to make a viral social media post, three students in Karnataka's Hassan district placed a cracker inside a transparent plastic bag full of petrol and exploded it in front of a stationary fuel tanker. All three were arrested, produced in court and let off with a warning after paying a fine.

The 25-second video, shot on Tuesday, shows a massive explosion in front of the parked tanker as the youngsters set the bag ablaze before running to safety. The tanker, however, was unaffected by the blast and a bigger mishap was averted.

Police said the students are pursuing a graduation in Ayurvedic medicine. After the clip went viral, a case was registered against the three students and they were arrested.

"The three students were arrested under provisions of the Karnataka Police Act and produced in court. The court gave the students a warning and imposed a fine, before releasing them," Hassan Superintendent of Police MS Sujita said.

Display Names, Phone Numbers: Vendors At Delhi Vegetable Market Told

Street vendors at a vegetable market in Delhi's Najafgarh will have to display their names on carts in a move the local councillor and the market association claimed was aimed at preventing "illegal" Bangladeshi and Rohingya migrants from selling produce there.

The market association has also directed the vendors to display their phone numbers on nameplates on the carts, which will have a unique "thela number" issued by it.

The decision to implement this plan was made in a meeting of the market association with the local councillor earlier this month, following complaints of unidentified sellers, suspected to be illegal migrants from Bangladesh and Myanmar, selling produce.

Local BJP Councillor Amit Kharkhari said the move was not meant to discriminate against anyone or any particular community but for security.

Nazafgarh Vyapar Mandal President Santosh Rajput told PTI, "We have asked all street vendors in the area to submit identity documents such as Aadhaar for verification." This record will be maintained by the market association and submitted to the local police as well as the Municipal Corporation of Delhi (MCD) for security purposes, he added.

The association said there were around 300 street vendors who sold farm produce in the market area.

There are plans to complete the verification process by November 20, Rajput said.

"With this move, we aim to improve the system in the vegetable market. If the names and phone numbers of vendors are displayed on their carts, any buyer with a grievance can report it to us. This will also help us identify illegal migrants selling goods. We will forward their details to the MCD and the police," he said.

Anyone who does not have a nameplate will not be allowed to sell their produce in the market, he added.

Kharkhari said the decision to implement the action was taken unanimously by the market association and locals during a meeting at his office.

"This is not being done to discriminate against anyone or any particular community. This is just for security. We have received several complaints about unauthorised persons operating in the market. Keeping this in mind, the decision was made and is being implemented," he said.

Menstrual Hygiene Policy For School Students Approved: Supreme Court Told

The Centre on Monday informed the Supreme Court of framing the "Menstrual Hygiene Policy for School Going Girls" approved by the Union Health Ministry.

The Centre referred to a top court order of April 10, 2023, and said the Union Ministry of the Health and Family Welfare framed the policy over menstrual hygiene of female school children which was approved by the minister concerned on November 2, 2024.

The top court was hearing a PIL filed by Congress leader and social activist Jaya Thakur seeking directions to the Centre and states to provide free sanitary pads to female students between Classes 6 and 12 and ensure separate female toilet facilities in all government, government-aided and residential schools.

"This policy aims to mainstream menstrual hygiene within the school system of the government to bolster change in knowledge, attitudes, and behaviours, among schoolgirls, overcoming the barriers of low awareness that often restrict their freedom, mobility and participation in daily activities," the affidavit, filed in the pending matter, stated.

It said the policy enables coverage, needing assessment through appropriate levels of survey mechanisms that can be undertaken by states and union territories followed by gap filling, so that students in government and aided schools had regular access to menstrual hygiene products.

The Centre said the policy aimed at dissipating harmful social norms and promote safe menstrual hygiene practices, besides enabling environment-friendly management of menstrual waste.

A bench of Justices J B Pardiwala and Pankaj Mithal, is scheduled to hear the PIL on October 12.

The Centre previously informed the apex court that over 97.5 per cent schools in the country, including government, state-aided and private ones, provided separate toilets facilities for female students.

States and union territories, such as Delhi, Goa and Puducherry, achieved 100 per cent targets and complied with the previous court orders, it added.

It also informed the court that 16 lakh toilets for boys and 17.5 lakh toilets for girls were constructed in over 10 lakh government schools apart from 2.5 lakh toilets for boys and 2.9 lakh toilets for girls in government-aided schools.

The Centre pointed out that in West Bengal, separate toilet facilities were provided for female students in 99.9 per cent schools and in Uttar Pradesh, 98.8 per cent schools had such separate facilities.

According to the Centre, the figures stood at 99.7 per cent in Tamil Nadu, 99.6 per cent in Kerala, 99.5 per cent in Sikkim, Gujarat, Punjab, 99.6 per cent in Chhattisgarh, 98.7 per cent in Karnataka, 98.6 per cent in Madhya Pradesh, 97.8 per cent in Maharashtra, 98 per cent in Rajasthan, 98.5 per cent in Bihar and 96.1 per cent in Odisha.

The northeastern states lag behind the national average of 98 per cent, the Centre said, adding even Jammu and Kashmir provided separate toilet facilities for female students in 89.2 per cent schools.

On July 8, the Centre said a national policy on the distribution of menstrual hygiene products to adolescent female students was at an advanced stage of formulation.

The PIL plea moved by Thakur, through advocate Varun Thakur, highlighted the difficulties faced by adolescent female students from underprivileged backgrounds in schools.

The Centre previously informed the court that it was in the process of collating all necessary material to form a national policy on the distribution of menstrual hygiene products to female school students in terms of the court's orders dated April 10, 2023 and November 6, 2023.

The top court directed the Centre to frame a national model for building toilets commensurate with the number of female students in all government-aided and residential schools in the country.

While emphasising a uniform procedure, it also asked the Centre about the national policy it formulated for the distribution of sanitary napkins to female school students.

On April 10, the court appointed the secretary of the Ministry of Health and Family Welfare as the nodal officer to coordinate with the states and union territories, and collect relevant data for formulating a national policy.

2 Climb Mobile Tower In Jaipur, Demand CBI Probe Into 10-Year-Old's Murder

Two persons climbed atop a mobile tower on Monday demanding a CBI probe into the murder of a 10-year-old deaf and mute girl earlier this year, police said.

The two, the girl's uncle Tikaram and social activist Kamal Meena, also posted a video online in which they claimed that despite running from pillar to post for the last six months, justice has not been done, according to police.

In the video, they demanded that the case should be handed over to the Central Bureau of Investigation (CBI).

The two men climbed atop the mobile tower in the MI Road area after which civil defence and police teams reached the spot. Efforts were being made to bring down the two men safely, said Station House Officer, Vidhayakpuri, Poonam Chaudhary.

In May, Dimple Meena, 10, was found in a half-burnt condition in Karauli. Her family members suspected that she was burnt after being raped. However, rape was not confirmed in the investigation. She died on May 20 during treatment. The post-mortem report showed that she was poisoned.

Police have arrested her maternal uncle and parents in the case.

Kerala's First Seaplane Lands At Bolgatty Waterdrome, Trial Run Tomorrow

In a major boost to Kerala's tourism sector, the 'De Havilland Canada' seaplane landed at the Bolgatty waterdrome on the city side of Kochi Lake on Sunday evening.

Tourism Secretary K Biju, Aviation Secretary Biju Prabhakar, District Collector N S K Umesh, State Tourism Additional Director P Vishnuraj, and representatives from various tourism organisations welcomed the amphibious aircraft.

State Tourism Minister P A Mohamed Riyas will flag off the first service of the 17-seater plane to Mattupetti on Monday, according to an official statement.

Industries Minister P Rajeeve will preside over the function at Bolgatty Palace.

Later, the crew and passengers of the De Havilland Canada will be received at Mattupetty Dam in the Idukki district, in the presence of Minister for Water Resources Roshy Augustine, the statement said.

The seaplane service, which comes under the Regional Connectivity Scheme (RCS)-UDAN of the Ministry of Civil Aviation (MoCA), aims to enhance connectivity across Kerala's four airports and backwaters, offering subsidised fares.

The service will use small planes with capacities of 9, 15, 17, 20 and 30 seats, with passengers boarding from waterdromes that float on water, the statement added.

Canadian pilots Daniel Montgomery and Rodger Brindger operated the flight, which reached the international airport at 11 am. Other crew members included Yogesh Garg, Sandeep Das, Sayyid Kamran Hussain, and Mohan Singh.

Tourism Secretary Biju said the seaplane service offers an excellent opportunity for stakeholders, with a new package that covers various tourist destinations.

"It will help create new enterprises in the tourism sector, generating employment opportunities," he added.

A Switzerland-based private company and SpiceJet operate the 'De Havilland Canada', which arrived after successful trial services in Andhra Pradesh and Karnataka.

Top officials from Cochin Port Trust, the Indian Navy, and 'De Havilland Canada' visited the locations and assessed logistical challenges. Feasibility and hydrographic surveys were also completed before the launch to ensure smooth services, according to the release.

The project is expected to significantly reduce travel time between the four international airports and the hinterland, the release stated.

Waterdromes may also be established around major water bodies in all districts. In addition to Bolgatty and Mattupetti, locations under consideration include Kovalam, Ashtamudi, Punnamada, Kumarakom, Vembanad, Malampuzha, and Bekal, the statement added.

"Avoiding Mention Of Khalistanis": Canadian MP Slams Politicians

Days after an attack on Hindus at a Brampton temple, Canadian MP Chandra Arya has come down heavily on politicians pitting Hindus and Sikhs on “opposing sides” and asserted that the Hindu-Canadians and the Sikhs are on one side and the Khalistanis on the other.

Due to the deliberate actions of some politicians and the influence of Khalistanis, Canadians now mistakenly equate Khalistanis with Sikhs, Arya said in wake of several Canadian politician trying to portray the Brampton incident as a clash between the Canadian Hindu and Sikh communities.

Protesters carrying Khalistani flags clashed with devotees at a Hindu Sabha temple and disrupted an event co-organised by the temple authorities and the Indian Consulate on November 3 at Brampton, a city in Ontario's Greater Toronto Area.

“Politicians are deliberately avoiding recognising and mentioning Khalistanis as responsible for this attack or are shifting the blame to other entities. They are misleading Canadians by framing this as an issue between Hindus and Sikhs,” Arya, a member of Parliament from Nepean, Ontario, said in a post on X on Friday.

“Politicians are portraying Hindus and Sikhs as opposing sides regarding the attack on the temple by Khalistani extremists. This picture is simply not true. The two sides are actually Hindu-Canadians and the vast majority of Sikh-Canadians on one side, and Khalistanis on the other,” Arya said in the post on X which had both a video and a text statement.

Strongly condemning the attack by Khalistani extremists “on behalf of Hindu-Canadians and the vast majority of Sikh-Canadians,” Arya also pointed out how it is common in Canada to see Hindus visiting Sikh Gurudwaras and Sikhs visiting Hindu temples.

“Politicians may try their best to divide Hindus and Sikhs. We can—and must—prove them wrong,” he appealed. “We, as Hindus and Sikhs, will not and should not allow vested interests to divide us for their political gain.” The relations between India and Canada have come under severe strain following Prime Minister Justin Trudeau's allegations in September last year of a “potential” involvement of Indian agents in Khalistan extremist Hardeep Singh Nijjar's killing.

New Delhi rejected Trudeau's charges as “absurd.” Nijjar, a Canadian citizen, was designated a terrorist by India.

India has been maintaining that the main issue between the two countries is that of Canada giving space to pro-Khalistan elements operating from Canadian soil with impunity.

India has expelled six Canadian diplomats and withdrawn its high commissioner Sanjay Verma and other "targeted" officials from Canada after strongly dismissing Ottawa's charges.

Arya, who has been vocal on the issue earlier too, also mentioned the Sikh community leader and former British Columbia Premier Ujjal Dosanjh, who said that a silent majority of Sikhs do not want to have anything to do with Khalistan and that they just don't speak out because they're afraid of violence and violent repercussions.

Dosanjh said Khalistani supporters control many of the Gurudwaras in Canada but the silent Sikhs “still hold power over which politicians get elected,” Arya said.

“Due to the deliberate actions of some politicians and the influence of Khalistanis, Canadians now mistakenly equate Khalistanis with Sikhs,” he said, adding, Hindus and Sikhs alike must educate Canadians "that we stand united in our fight against Khalistani extremists and their political backers.” He also appealed to Hindus and Sikhs in Canada to urge the community leaders “not to provide a platform at any of our events or temples to politicians unless they publicly recognise and expressly condemn Khalistani extremism.” Meanwhile, Canadian Prime Minister Justin Trudeau has acknowledged the presence of Khalistan supporters in Canada but said they do not represent the Sikh community as a whole.

His comments came during Diwali celebrations at Ottawa's Parliament Hill recently amid an ongoing diplomatic row with India over Nijjar's killing.

“There are many supporters of Khalistan in Canada, but they do not represent the Sikh Community as a whole. Similarly, there are supporters of Prime Minister (Narendra) Modi's government in Canada, but they do not represent all Hindu Canadians,” Trudeau said.

"Bad In Law": Judge On 1981 Reference In Aligarh Muslim University Case

Terming a reference by a two-judge bench to a larger one over the minority status issue of Aligarh Muslim University as "bad in law", Supreme Court Justice Surya Kant said it undermined the authority of the chief justice of India as the master of the roster.

A two-judge bench of the top court in 1981 questioned the correctness of the 1967 verdict holding Aligarh Muslim University not to be a minority institution since it was created by a central law and referred the issue to a larger bench for decision.

A five-judge Constitution bench had delivered the 1967 verdict in the S Azeez Basha v. Union of India case.

Justice Kant said the 1981 reference to a seven-judge bench for the reconsideration of the decision in Azeez Basha case was "bad in law and ought to be set aside".

While referring to the dictum of another Constitution bench, he said "a two-judge bench has no authority whatsoever to doubt or disagree with a judgement of the larger bench" and directly refer it to a bench with numerically greater strength.

"The reference by the two-judge bench in Anjuman (in 1981) is nothing but a challenge to the authority of the chief justice of India being the master of the roster and in derogation of the special powers enjoyed upon under Article 145 of the Constitution...," Justice Kant said, adding the reference was not maintainable.

Justice Kant was part of a seven-judge Constitution bench, which by a 4:3 majority verdict, overruled the 1967 judgment.

The majority verdict, authored by Chief Justice DY Chandrachud, said a regular bench will adjudicate the issue concerning AMU's minority status.

In his 102-page separate opinion, Justice Kant said the two-judge bench in 1981 had specifically stated that the larger bench reviewing the Azeez Basha verdict should comprise seven judges.

"Such a reference, to our mind, is not consistent with the established norms of judicial propriety," he said.

Justice Kant, therefore, was of the opinion that the chief justice of India alone, as the custodian of the authority, determine the composition of benches and place a matter before any bench he deemed appropriate, albeit sans a reference.

He said the two-judge bench had not only referred the matter but also specified the numerical strength of the bench it would be referred to, further directing the matter to be placed before the chief justice for just notifying the composition of the seven-judge bench.

"With utmost respect at our command, we do not appreciate as to how a two-judge bench could dictate its viewpoint to the chief justice of India. This, to our mind, effectively impaired the chief justice's authority as the master of the roster," Justice Kant said.

He said allowing such a practice would enable benches of lesser strength, such as a two-judge bench, to undermine the decisions of larger benches.

"This would also place the chief justice in an untenable position, who would be bound by a judicial order while acting in an administrative role, leading to procedural complications and embarrassment," he noted.

He said there was no substantial difference between 'doubting' or 'disagreeing' with a judgement.

"That being so, the reference by a two-judge bench in Anjuman doubting the correctness of the five-judge bench in Azeez Basha and referring it to a seven-judge bench suffers from multiple illegalities, including judicial impropriety," Justice Kant said.

He said the minority institutions established in the pre-Constitution era were also entitled to protection conferred by Article 30 of the Constitution.

Article 30 deals with the right of minorities to establish and administer educational institutions.

"In order to seek protection under Article 30 of our Constitution, the minority institution must satisfy the conjunctive test, namely that it was established by a minority community and has been/is being administered by such a community," said Justice Kant.

"Wanted To Be A Militant After Torture By Army Officer," Claims J&K MLA

National Conference MLA Qaiser Jamshaid Lone on Friday said he wanted to become a militant after he was "tortured and humiliated" by an army officer during a crackdown when he was a teenager but a senior officer's action restored his faith in the system.

The senior army officer spoke to him and then reprimanded the junior officer for his conduct, Mr Lone said while participating in the Motion of Thanks to the Lieutenant Governor's address in the Jammu and Kashmir Legislative Assembly.

The incident showed how dialogue can resolve issues, the Lolab MLA said.

"There was a crackdown in my area when I was a youngster. I must have been a student of the 10th standard. There were 32 youths, including me, who were singled out for questioning," he said.

Mr Lone claimed that he was asked by an army officer about a youth who had joined terrorist ranks. "I said yes I know him because he lived in our area. I was beaten up for that. Then he asked me if the terrorist was present in the crackdown. I replied in the negative and I was beaten up again," the ruling party MLA said.

He said later a senior officer came to the spot and spoke to him.

"He asked me 'what do you want to become in life?' I told him I want to be a militant. He asked me the reason and I told him about the torture I had gone through," the NC leader said.

Mr Lone said the senior officer rebuked his junior publicly, which reinstated his "faith in the system". He said that he later learnt that out of the 32 youths who were questioned, 27 joined the militancy.

Probe Agency Searches Amazon Vendors Over Foreign Exchange Violation: Report

The Enforcement Directorate Thursday conducted searches against some of the "main vendors" operating on platforms of e-commerce giants Amazon and Flipkart as part of a foreign direct investment "violation" investigation, official sources said.

A total of 19 premises of these "preferred" vendors located in Delhi, Gurugram and Panchkula (Haryana), Hyderabad (Telangana) and Bengaluru (Karnataka) were covered as part of the action, the sources said.

It is learnt that the ED inspected documents and took copies of some from the premises of about six such vendors who were not named.

The sources said a probe has been initiated by the federal agency under the provisions of the Foreign Exchange Management Act (FEMA) after it received several complaints against the two large e-commerce companies where it is alleged that they were "violating India's FDI (foreign direct investment) rules by directly or indirectly influencing the sale price of goods or services and not providing level playing field for all the vendors".

There was no immediate response from the two e-commerce companies.

The Confederation of All India Traders (CAIT) welcomed the ED action.

"The CAIT, along with several other trade bodies, has been raising these issues for the past few years. I welcome the Enforcement Directorate's actions as a step in the right direction," CAIT secretary general and BJP MP from Delhi Praveen Khandelwal said in a statement.

He claimed that the Competition Commission of India (CCI) had also issued "penalty notices" to Amazon and Flipkart, and their "preferred" sellers, for "engaging" in anti-competitive practices that have adversely affected small traders and 'kirana' (grocery) stores.

As per existing rules, 100 per cent FDI is allowed through automatic route in the marketplace model of e-commerce. But overseas investment is not permitted in an inventory-based model.

In the market place model, e-commerce entities can only provide a platform for third-party sellers and they cannot own the inventory. They also cannot directly or indirectly influence the price of the goods.

It has been reported in the past that the CCI, which works to ensure fair business practices across sectors in the marketplace, is already looking into alleged anti-competitive ways of e-commerce companies.

The CAIT and mainline mobile retailers' association AIMRA had also petitioned the CCI sometime back seeking immediate suspension of operations of Flipkart and Amazon as they alleged that the companies engaged in predatory pricing and were burning cash to offer heavy discounts on products .

These practices, in turn, are creating a grey market of mobile phones, causing losses to the exchequer "as players in the grey market evade taxes", they had said.

Commerce and Industry Minister Piyush Goyal had recently flagged the same concerns as he had questioned Amazon's announcement of USD 1 billion investment in India, saying the US retailer was not doing any great service to the Indian economy but filling up for the losses it had suffered in the country.

He had said in August that their huge losses in India "smells of predatory pricing", which is not good for the country as it impacts crores of small retailers.

Goyal said e-commerce companies were eating into the small retailers' high-value, high-margin products that are the only items through which the mom-and-pop stores survive.

The minister had said that with the fast-growing online retailing in the country, "are we going to cause huge social disruption with this massive growth of e-commerce".

Khandelwal said that the CAIT has urged the CCI and the ED to protect the businesses of small traders.

"In the new Bharat, led by Prime Minister Narendra Modi Ji, no one is above the law. I am hopeful that now the law will take its rightful course and protect the livelihoods of small shopkeepers.

"This government is committed to ensuring that no entity can harm the trading community. In response to multiple complaints filed by the trading community regarding FDI violations and the anti-competitive practices of quick-commerce companies such as Blinkit, Swiggy, and Zepto, we urge both the CCI and the ED to take swift action and prevent any further, irreparable damage to the businesses of small traders," he said in the statement.
